Contract values range from $10,000 for specialized items to $1 billion for multi-year uniform production programs. The Berry Amendment requires that textiles and clothing purchased by DoD be entirely produced in the United States. DLA Troop Support's Clothing and Textiles division manages the vast majority of military uniform procurement, including combat uniforms, dress uniforms, physical training gear, and specialty garments. Non-DoD agencies like CBP, TSA, and the Federal Bureau of Prisons also procure uniforms through SAM.gov. The AbilityOne program mandates sourcing certain textile products from nonprofits employing individuals with disabilities. Beyond uniforms, federal textile procurement includes body armor, ballistic fabrics, parachutes, tentage, and fire-resistant materials. Manufacturers must comply with military specifications (MIL-SPEC), maintain quality systems, and demonstrate domestic production capacity under the Berry Amendment. Companies with experience in technical textiles, flame-resistant fabrics, and quick-turn production capabilities find the strongest demand. First article testing and ongoing quality surveillance are standard contract requirements.
