Textiles and uniform procurement through CanadaBuys serves the Canadian Armed Forces, RCMP, Correctional Service Canada, Canada Border Services Agency, and other federal agencies with uniformed personnel. PSPC issues contracts ranging from $10,000 for specialized items to $100 million for multi-year uniform supply programs. Federal uniform contracts require compliance with detailed technical specifications covering fabric composition, colour fastness, fire resistance, and wear durability. Manufacturers must demonstrate quality control systems, often requiring ISO 9001 certification and third-party fabric testing. PSPC typically requires Canadian content or compliance with applicable trade agreements, and many defence-related textile contracts require Controlled Goods Program registration. Beyond uniforms, federal textile procurement includes bedding for military and correctional facilities, flags, upholstery fabrics, and specialty textiles like ballistic panels and flame-resistant coveralls. Companies with domestic manufacturing capacity, quick-turn capabilities for urgent orders, and experience with military specification (MIL-SPEC) requirements have strong advantages. The Department of National Defence is the largest single buyer, making defence textile expertise particularly valuable.
