The Department of Defense, GSA, and DHS are the largest buyers, with contract values ranging from $25,000 for site-specific installations to $50 billion for government-wide network programs like Enterprise Infrastructure Solutions (EIS). GSA's EIS contract is the primary vehicle for federal telecom procurement, replacing the older Networx program. EIS covers a comprehensive range of services including MPLS, Ethernet, VoIP, SD-WAN, satellite, cloud connectivity, and managed network security. Firms holding EIS task order contracts have access to the entire federal civilian market. DoD telecommunications procurement flows through the Defense Information Systems Agency (DISA) and individual military service branches. Requirements include JITC certification, STIGs compliance, and often TS/SCI security clearances.
