Contracts posted on SAM.gov that are set aside for 8(a) firms range from $5,000 to $4.5 million (or $7 million for manufacturing) through sole-source awards, with competitive 8(a) set-asides extending much higher. The SBA also administers the HUBZone program, which benefits businesses in historically underutilized areas including many tribal lands, and the Indian Incentive Program, which provides rebates to prime contractors who subcontract to Indian-owned businesses. Native American-owned firms can receive sole-source 8(a) contracts without the normal competitive threshold dollar limits under the Indian Economic Enterprise (IEE) program for Bureau of Indian Affairs procurements. Tribal 8(a) firms benefit from unique advantages including the ability to hold multiple sole-source contracts, no individual net worth cap, and extended program participation. Key federal agencies for Indigenous business contracts include the Bureau of Indian Affairs, Indian Health Service, DoD, and DOE. Industries with strong 8(a) demand include construction, IT, professional services, environmental remediation, and facilities management. Registration in SAM.gov and SBA certification are prerequisites for accessing these opportunities.
