The Brooks Act prohibits price competition in A&E selection; instead, agencies rank firms by qualifications and negotiate fees with the top-ranked firm. Federal A&E demand spans building design, civil engineering, environmental engineering, and specialized disciplines like anti-terrorism/force protection (AT/FP) design.
