Performance Work Statement Pest Control Services
VA Central California Health Care System Section 1: General Information General: This is a non-personal services contract to provide pest control services for the VA Central California Health Care System (VACCHCS) and it s Community Based Outreach Clinics (CBOC). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. All work is to be performed in accordance with the guidelines established by Federal, State (www.epa.gov) and local ordinances and with the Contractor s Procedures Manual and Quality Control Manual. These services shall be performed by certified, trained and licensed pest control operators in any or all categories by the State of California. Period of Performance:

Fresno County There are numerous buildings at the Fresno Medical Center. The vendor will be required to provide coverage for all the buildings located within each campus. A list of buildings at 2615 E Clinton can be found in Exhibit 1 at the end of this Performance Based Work Statement. Introduction: Integrated Pest Management (IPM) is an environmentally friendly, commonsense approach to controlling pests both inside and on property grounds of a health care facility. Traditional pest control uses calendar-based pesticide treatments rather than non-chemical prevention, resulting in the routine application of pesticides. In contrast, IPM focuses on pest prevention and least-toxic control methods, making IPM a cost-effective, practical approach to pest management. Preventive pesticide application is limited to minimize the risk of pesticide exposure, especially when non-chemical methods provide the same results. Contractor shall reference VHA Directive 1850.02 Pest Management Operations Program (found in Attachments at the end of this document) Hours of Operation: Services will be required during normal business hours between 8:00 a.m. to 5:00 p.m., Monday through Friday, excluding Federal Holidays. Hours may vary based on treatment plan and treatment area. The COR and Contractor will determine best schedule per treatment. Some treatments may be required to take place after duty hours. Pest management tasks shall be scheduled to be performed on definite appointed days and in no event shall the contractor carry on work outside regular agreed-upon working hours without prior approval for the Chief of Environmental Management Service, the COR or designee. The contractor shall respond to emergency service within (4 hour) minimum, up to 12 hour after initial call based on approval from PMO after receipt of notification. In the event climate or weather conditions become unsuitable for work or induce an environmental hazard, then the entire work shall be rescheduled to a date and time satisfactory to the contractor and the Chief of EMS, the COR or designee. Postponement will not reflect any penalties assessed to the contractor, nor should there be any additional cost to the government. Invoicing: All invoices from the contractor shall be submitted electronically in accordance with VAAR Clause 852.232-72 Electronic Submission of Payment Requests.
