Contract values range from $10,000 for small offices to $50 million for multi-facility base operations cleaning at large military installations. Federal janitorial contracts must comply with the Service Contract Act, which establishes prevailing wage rates for cleaning personnel. Contractors register in SAM.gov and compete under NAICS code 561720. GSA and individual agencies use both competitive solicitations and GSA Schedule 03FAC for custodial services. AbilityOne program allocations through SourceAmerica and NIB also represent a significant share of federal janitorial spending.
