Request for Information (RFI) RFI Announcement #W911SR-27-R-CHDI Title: Joint Project Manager Chemical Biological Radiological Nuclear Integrated Early Warning (JPM CBRN IEW) Chemical Hazard Detection and Identification Systems 1.0 DISCLAIMER: This announcement constitutes a Request for Information (RFI) for the purpose of determining market capability of sources or obtaining information. It does not constitute a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services discussed in this notice. Information on the specific topics of interest is provided in the following sections of this announcement. Neither JPM CBRN IEW nor any other part of the federal government will be responsible for any cost incurred by responders in furnishing this information. 2.0 BACKGROUND The Joint Project Manager for Chemical, Biological, Radiological, and Nuclear Integrated Early Warning (JPM CBRN IEW) requires a system or systems capable of detecting and/or identifying vapor and/or aerosol chemical hazards. JPM CBRN IEW will utilize the system(s) to conduct and support critical defense missions worldwide. These mission applications span several key CBRN missions, including but not limited to: ATP 3-11.37: o Surveillance: Monitoring an area or point. o Reconnaissance (Mounted and Dismounted): Including detection when handheld or on the move integrated into military platforms. ATP 3-11.32: Masking and Unmasking Operations: Supporting donning and removing masks. Protection Of Installations, Facilities, and Infrastructure: Monitoring area and communicating results. Includes ship integrated capability(s) o Protection in Chemical Environments: Warfighter protection, postattack recovery, etc. o Protection Of Personnel: Monitoring of Collective Protection ATP 3-11.33: Decontamination Support: Monitoring decontamination area, locate contamination, emplaced on vapor control line, etc. Contamination control for Airlift Operations: Monitor area while on site, cargo coming on platform, and monitor cargo area in flight. 3.0 PURPOSE The purpose of this RFI is to conduct a comprehensive market survey to identify and analyze technologies capable of detecting and/or identifying vapor and/or aerosol chemical hazards. Proposed solution sets should have a Technology Readiness Level (TRL) of 5 or higher. The Government is highly open to multiple solutions from single sources, orthogonal technologies, novel concepts, or strategic partnering between vendors. Proposed solution sets may address only a portion of the desired operational capabilities. JPM CBRN IEW will analyze all received information papers to assess capabilities and, at its sole discretion, may release follow-on notifications.  4.0 TECHNICAL & SYSTEM REQUIREMENTS Interested parties are invited to submit information on technologies that align with the following technical parameters: Hazard Detection Spectrum: Systems must be capable of detecting, classifying, and/or identifying vapors and/or aerosols of: Chemical Warfare Agents (CWAs) Non-Traditional Agents (NTAs) Pharmaceutical Based Agents (PBAs) Power Requirements (if necessary): Platform/Fixed Sites: Systems must be capable of operating directly from platform power when integrated into vehicles, vessels, or fixed sites. All Other Missions: Systems must be capable of operating on internal/external battery power to support dismounted, portable, and temporary site missions. Target Maturity Level: Proposed solution sets should have a TRL of 5 or higher. 5.0 SUBMISSION REQUIREMENTS Submissions must adhere to the following formatting and content rules: Detection Technology: Provide an overview of the proposed detection technology(s). System Capability & Compatibility: Discuss the system(s) capability(s) and detail its compatibility with the missions identified in Section 2 and the requirements outlined in Section 4. Remote Command and Control: If applicable, provide an overview of the implemented command and control function. Otherwise, provide an estimation of effort required to develop a remote command and control function. Testing Summary: Provide a comprehensive summary of testing results. TRL Estimation: Provide an estimation of the Technology Readiness Level (TRL) with supporting rationale, including a discussion on the required effort to reach a TRL of 9 if currently at a lower level. MRL Estimation: Provide an estimation of the Manufacturing Readiness Level (MRL) with supporting rationale, including a discussion on the required effort to reach an MRL of 10 if currently at a lower level.
