This solicitation amendment is issued as a combined synopsis and solicitation for commercial services under the authority of 41 U.S.C. § 3305 (Simplified procedures for small business and commercial items) and 41 U.S.C. § 1901 (Simplified acquisition procedures). Solicitation number W912J726QA0020002 amendment is issued as a request for quotation (RFQ) for Behavior Health Counseling Support ServiceBehavior Health CounselingSupport Services. This procurement is established as a 100% Women-Owned Small Business (WOSB) set-aside in accordance with the Small Business Act, specifically 15 U.S.C. § 637(m) (Women-owned small business companion program). Quotations are solicited exclusively from certified WOSB concerns eligible under the WOSB Program (including Economically Disadvantaged Women-Owned Small Business (EDWOSB) concerns) in accordance with the statutory standards of 15 U.S.C. § 637(m) and 13 CFR part 127 . Quotes received from non-eligible concerns will not be considered. The Idaho National Guard J9 Service Member and Family Support have a requirement for Behavior HealthCounseling services to Service Members and their immediate family. The team shall be comprised of three(3) full-time Behavior Health Clinicians and one (1) full-time Admin Support position. This requirment has been updated to meet current organizational needs. All questions regarding this solicitation must be submitted via email no later than August 17, 2026 . Quote Preparation: Offerors shall prepare their quotations in strict accordance with the requirements, instructions, terms, and conditions contained in this combined synopsis/solicitation, the performance work statement (PWS), and any subsequent formal amendments issued by the Government. Failure to address all requirements or incorporate any subsequent solicitation amendments may result in the quotation being determined non-compliant and excluded from further evaluation. Formatting: To ensure a structured, fair, and efficient evaluation, the offeror’s submission shall be divided into three (3) distinct sections, self-contained Portable Document Format (PDF)s compatible with standard readers. Structure: Section I: Section 1 Quote. Complete SF 1449 or the quoter's vendor commercial quote (no page limit). If providing a commercial quote without the SF 1449, the commercial quote MUST include all elements in W912J726QA0020002 clause 52.212-1 paragraph (a), and the statement requested in (a)(6), provide information pertaining to price only and provide complete pricing per SF 1449 line items schedule excluding CLIN 0005 and 1005 travel. Section II: Section 2 Capability Statement. A capability describing how the quoter intends to provide the services required in this solicitation. Stating "will comply with PWS" is not sufficient. The statement must describe the quoter's capability to meet the agency's needs as described in this solicitation. Not to exceed ten pages , Times New Roman or Arial, size 12, margins at 1-inch, single space. Section III: Section 3 Past Performance. The Government will review information obtained from Government sources including Contractor Performance Assessment Reporting System (CPARS), System of Award Responsibility/Qualifications (also known as Federal Awardee Performance and Integrity Information System (FAPIIS)), Supplier Performance Risk System (SPRS) Score, and other sources of information. Quoters shall submit a three-page past performance sheet. The past performance attachment can include Federal, non-Federal, and Private Sector. The combined experience submitted to the Government shall not exceed three pages, font Times New Roman or Arial, size 12, margins at 1-inch, single space.
