 Combined Synopsis/Solicitation for Commercial Products and Commercial Services General Information                         Title: Stockbridge Snow Removal             Document Type:  Combined Synopsis/Solicitation             Solicitation Number:  FA875126Q0909                     Posted Date: 14 July 2026             Response Date: 13 August 2026             PSC: S218             Set-Aside: 100% Small Business             NAICS Code: 561790 Contracting Office Address Department of the Air Force, Air Force Materiel Command, AFRL – Rome Research Site, AFRL/Information Directorate, 26 Electronic Parkway, Rome, NY, 13441-4514 Description    This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation.  Offers are being requested and a separate written solicitation will not be issued.  Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation.  Solicitation number FA875126Q0909 is issued as a Request for Proposal (RFP). This acquisition is set-aside for small business concerns.  This solicitation incorporates provisions and clauses by reference.  The full text of provisions and clauses may be accessed electronically at https://www.acquisition.gov/far-overhaul/far-part-deviation-guide . The provision at 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (FEB 2026), applies to this acquisition.  Addenda to the following paragraphs of 52.212-1 are: (a) Written quotes are due at or before 1:00 PM, (Eastern Time) 13 August 2026 . Submit via email to: larry.barto.1@us.af.mil  Please submit pricing using Attachment 4, Bid Schedule. Facsimile and hard copies by mail will not be considered. Due to the possibility of network connectivity issues, it is the offerors responsibility to confirm the Governments receipt of their offer prior to the closing of the solicitation. (b) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. (c) Contract award. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. Offers that fail to furnish required representations, information, or reject the terms and conditions of the solicitation may be excluded from consideration. Provide offerors Unique Identifier (UID) for the Cybersecurity Maturity Model Certification (CMMC) Level identified in the provision at DFARS 252.204-7025 within this solicitation. The provision at FAR 52.212-2, Evaluation -- Commercial Products and Commercial Services (FEB 2026) applies. In addition to the information within Paragraph (a), the following factors shall be used to evaluate offers: (i)        Past Performance (ii)       Price Past Performance is significantly more important than price when being evaluated. The Government reserves the right to pay a higher price for higher performance confidence based on past performance. If the lowest priced offeror’s past performance assessment receives an acceptable evaluation, that offer represents the best value to the Government, and evaluation will stop there since no offers having the highest rating could have a lower price. Otherwise, the next lowest priced offeror will be evaluated, and the process will continue, in order of price, until an offeror is found to provide strong performance confidence.
