THIS IS A PRESOLICITATION NOTICE ONLY PRESOLICITATION NOTICE- Install Dedicated Pharmacy Air Handler Project Number 589A4-25-102 Scope of work: The Harry S Truman Veterns Memorial Hospital in Columbia, MO requires the installation of three dedicated air handling units (AHUs) to bring the pharmacy and compounding, located in building one, in compliance with the latest VA HVAC Design Manual. The air handlers will serve the compounding area on the third floor, and the pharmacy and compounding areas in the basement. The project design includes a new dedicated DOAS located in E002B in the Basement to serve the Compounding Suite in the Basement. There will be two new dedicated Air Handling Units in a new Mechanical space in the Southeast corner of the Second Floor Roof. Construction Phasing Installation of the new mechanical equipment will precede the demolition of the existing units. Temporary units will be provided for service while the first existing Mechanical units is demolished and removed. The same procedure will occur for the remainder of the Mechanical units. Selective Mechanical Demolition The main supply and return trunks serving the pharmacy and compounding areas in the basement will be demolished back to the plenum. The plenum will be patched and repaired. All but one VAV terminal units will remain in place. One VAV will be removed and prepared for relocation. The supply trunk supplying the compounding areas on the third floor will be partially demolished back to the last VAV on the trunk. Also, the supply trunk supplying the air flow control valves will require a partial demolition. Proposed Mechanical System Description There will be a new dedicated DOAS located in room E002B in the basement to serve the compounding suite in the basement. This AHU will be 4000 cfm with a chilled water cooling coil, steam heating coil, duct mounted humidifier, supply fan, two duct mounted pre-filters, a duct mounted after filter, and a duct mounted HEPA filter rack for emergency mode. Campus chilled water will be utilized for the cooling coil. The existing low-pressure steam (12 psi) system will be used for the pre-heat coil. Direct digital controls (DDC) controls will be installed and integrated into the BMS for monitoring and remote control of the DOAS. The exhaust system will remain in place and be interlocked with the AHU via DDC controls. There will be two AHUs installed in a new penthouse located on the second-floor roof in the southeast corner. Both AHUs will utilize the campus chilled water and heating hot water. Chilled water and heating hot water will be routed from the basement to the new penthouse and connected to duplex hot water pumps and duplex chilled water pumps. The pumps will operate one on, one standby and provide redundancy. The AHU to serve the compounding on third floor will be a DOAS. The DOAS will be 2500 cfm with a chilled water coil, hot water coil, humidifier section, supply fan, two pre-filters, an after filter, and a HEPA filter rack for emergency epidemic mode. The supply duct will be routed into the interstitial space between the second-floor roof and third-floor. The duct will be continue through the interstitial space to the north side of the building and rise up into the third-floor ceiling to connect to three existing airflow control valves. The AHU to serve the pharmacy areas on the first-floor and basement will also be located in the new penthouse. The AHU will be approximately 4500 cfm with a chilled water coil, hot water coil, humidifier, supply fan, return fan, two pre-filters and an after filter and a HEPA filter. The supply and return duct will turn down into the second-floor ceiling in the penthouse. The duct will be routed down a new chase into the ceiling of the first-floor. Once in the first-floor ceiling new branch ducts will take off to connect to the first-floor pharmacy terminal units and return grilles. The main ducts will continue down a new chase into the basement pharmacy ceiling. A new supply and return trunk will be routed down the center of the pharmacy area and new branch ducts will connect to existing terminal units and return grilles. All new equipment installed will be complete with DDC controls and integrated into the BMS for monitoring and remote control. The Estimated range to complete this work is $2,000,000.00 to $5,000,000.00. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 236220 (General Construction Contractors), with a small business size standard of $45.0 million.
