This is RFI only. It does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. The Government is seeking industry feedback to refine its acquisition strategy, assess the availability of capable small and large businesses, and evaluate market capabilities under both management consulting and temporary staffing GSA schedules to support a high-visibility, 363-day-a-year federal museum operation. 2.0 BACKGROUND The NCGM will serve as the national showcase for the history and missions of the U.S. Coast Guard. The facility is a state-of-the-art, 80,000 square-foot complex expected to attract approximately 300,000 visitors annually. The primary objective of this requirement is to acquire turn-key staffing services. The Contractor will be responsible for the recruitment, training, management, and retention of a highly qualified, hybrid workforce of 16 Baseline Full-Time Equivalents (FTEs), plus scalable surge capacity. The Period of Performance is anticipated to be a one (1) year Base Period (starting around September 2026) followed by four (4) one-year Option Periods. 3.0 SCOPE OF WORK & CORE CAPABILITIES The Contractor must provide seamless integration of personnel across several functional areas, ensuring continuous coverage during all core operating hours (0900–1700 daily). Key capabilities include: Program Management & Administration (SIN 541611): Overall leadership, quality control, scheduling, and risk management executed by an on-site Program Manager (Key Personnel). Visitor and Guest Services (SIN 561320 / 561320SBSA): Front-of-house operations including Greeters, Visitor Assistants, and Event Coordinators to manage high-volume public engagement, safety stewardship, and facility crowd control. Education and Public Programming (SIN 611710): Curriculum-aligned STEM and history programs facilitated by an Education Program Manager and Program Assistants. Technical & Exhibit Maintenance Support (SIN 54151S / SIN 541990AV): Specialized IT and AV Media Specialists capable of maintaining a 99.9% availability for complex digital infrastructure, interactive exhibits, digital media players, and localized server networks. Security & Clearances: All personnel must successfully undergo and pass a Tier 1 (T1) / National Agency Check with Inquiries (NACI) background investigation for a Public Trust position prior to receiving a Common Access Card (CAC) and facility badging.
