AMENDMENT NO. 2 SOLICITATION NO. 36C24126Q0671 DATE: 8/3/2026 This amendment is issued to inform all interested vendors of the following changes to the solicitation: 1. Inclusion of Electrical One-Line Diagram The solicitation is updated to include the attached medium-voltage electrical one-line diagram (Campus Electrical online working copy.pdf 12.23.25), which provides a comprehensive overview of the site s electrical distribution system. Vendors are advised to review this diagram for details on system configuration, isolation points, and load connections. 2. Responses to Request for Information (RFI): Switch 1 s Upstream Source, Isolation Points, and Downstream Loads: Please see the attached Switch 1 diagram for its upstream source and isolation points. Downstream loads include B65 breaker, SW2, and TR15 (1500KVA 13.8KV TO 480/277V). Alternate, Emergency, or Potential Backfeed Sources: Building 15 (B15) is equipped with an Automatic Transfer Switch (ATS) and generator, providing emergency and alternate power sources. Responsibility for Operating Upstream Medium-Voltage Equipment (Switching, LOTO, Grounding, Restoration): As stated in the Statement of Work (SOW), the contractor is responsible for all switching and Lockout/Tagout (LOTO) procedures, including grounding and restoration of upstream medium-voltage equipment. VA personnel will not perform these operations. Arc-Flash Information, Protective-Device Settings, and Outage Impact: All arc-flash values, protective-device settings, and outage-impact details must be verified in the field. For planning purposes, assume arc-flash values are less than or equal to 40 Cal/cm². VA Electrical-Shop Support During Shutdown: VA electrical-shop support will not be available during the shutdown. 3. Extension for Due Date of Quotes The due date for the submission of quotes has been extended. New Due Date: August 5, 2026 Time: 4:00 PM EST 4. All other terms and conditions of the solicitation remain unchanged. Vendors are reminded to review all aspects of the solicitation and consider this amendment when preparing their responses.
