The purpose of Amendment 04 is to answer the following questions: QUESTION : The solicitation instructions request applicable “USCG certifications in accordance with the SOW,” but the SOW does not identify a specific Coast Guard laboratory certification. Please identify every mandatory laboratory certification or accreditation required for technical acceptability. Are ISO/IEC 17025, TNI/NELAP, state drinking-water certification, or equivalent quality credentials required, preferred, or optional? ANSWER : USCG does not specify certifications required for technical acceptability; however, specifying the accreditations and certifications that the laboratory possess in the proposal would be acceptable. QUESTION : Amendment 02 states that ASTM and ISO methods are acceptable. Please confirm that a laboratory may propose its accredited standard methods for appearance, pH, conductivity, dissolved solids/dry residue, and ash, provided the methods demonstrate compliance with Appendix A limits. ANSWER : A laboratory may propose its accredited standard methods for each parameter and their ability to demonstrate compliance with the requirements. QUESTION: Please confirm the controlling quotation deadline, time zone, authorized submission email address, required subject line, and whether the completed Attachment 1 Excel workbook plus technical narrative and certifications constitute the complete quotation package ANSWER : Closing date and time for receipt of offers is 10 August 2026, 10:00 am EDT. QUESTION: The terms reference invoicing five days after shipment of items, while the requirement is laboratory testing and reports. Please confirm when invoicing is authorized for each sample—after the laboratory issues the final test report, after Government receipt of the report, or at another acceptance point. ANSWER: Invoicing is authorized after the Government receives the final laboratory test report for the applicable sample. QUESTION: The package includes Virginia wage determinations and instructs offerors performing elsewhere to request a wage determination no later than two days before closing. If testing will occur at a laboratory outside Virginia, should Kcamow identify the proposed laboratory location now so the Government can issue the applicable wage determination? QUESTION: Please confirm whether a small-business prime contractor may use a qualified subcontract laboratory to perform the testing. ANSWER: A qualified subcontracted laboratory would be considered by USCG provided all requirements in the statement of work can be met. QUESTION: Please specify the required sample volume, container type, preservation method, and maximum holding time for each analysis. ANSWER: Sample containers will be provided by the contractor, thus volume and container type will be dictated by the laboratory. Currently, USCG procedures call for filling the entire container then placing bottle into Zip-Loc bag, then placing that into the prepaid shipping container.
