AEWS Tower Surveys

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number FA8217-26-R-B005 is issued as a request for proposal (RFP) for a Firm-Fixed Price (FFP) and Time & Materials (T&M) contract for engineering services to complete comprehensive structural analyses and non-destructive inspections (NDI) of four AN/FPS-117 Radar towers across Alaska. This is a Sole-Source effort to Espiritu Design LLC. Espiritu currently owns the technical drawings of the FPS-117 Radar towers which are required to complete these analyses. Since the Government does not own these drawings, they cannot be provided to the public in a full and open competition. See the attached redacted Justification & Approval for Other than Full & Open Competition for details. This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Proposals are due 21 August 2026 at 2:00 PM MDT.
