This requirement is for the procurement of Micro Focus software renewal products and associated product support services. Micro Focus software products are utilized as part of the base application for the Air Force Distributed Common Ground System (AF DCGS) weapon system that is composed of AF active duty and Air National Guard distributed ground and mission sites. The projected period of performance (PoP) is 20 September 2026 through 19 September 2027. Only an awardee providing the specific brand-name item is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique. This requirement must be limited to a brand-name item as justified in accordance with FAR 16.505(a)(4)(i). An Official quote is due No Later Than (NLT) Friday, 10 August 2026 at 3:00p.m. EST. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
