SOURCES SOUGHT SYNOPSIS Pre-Mission Readiness Training for the 20th Special Forces Group (Airborne) 1.0 General Information Document Type: Sources Sought Synopsis / Request for Information (RFI) Reference Number: W912JA-27-Q-1CC4 Primary NAICS Code: 611699 – All Other Miscellaneous Schools and Instruction (Size Standard: $19.0 Million) Product Service Code (PSC): U010 – Education/Training: Direct Combat Contracting Office: United States Property and Fiscal Office (USPFO) for Alabama, Purchasing and Contracting Division Acquisition Strategy: Market Research for Set-Aside Determination (e.g., SDVOSB, WOSB, 8(a), HubZone, or Total Small Business) 2.0 Purpose and Disclaimer This is a Sources Sought Synopsis (SSS) for market research purposes only. This is not a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ). This inquiry does not commit the Government to contract for any supply or service. The Alabama Army National Guard, on behalf of the 20th Special Forces Group (Airborne) (SFG)(A), is seeking to identify capable, qualified, and experienced sources (specifically targeting Small Businesses, 8(a), HUBZone, Woman-Owned Small Business [WOSB], and Service-Disabled Veteran-Owned Small Business [SDVOSB] concerns) to provide comprehensive Pre-Mission Readiness Training . The feedback received from this SSS will be used to determine the appropriate acquisition path, specifically whether a competitive set-aside or full-and-open competition is warranted. 3.0 Summary of Requirement The Contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to execute four (4) highly specialized tactical training courses designed for Special Operations Forces (SOF): Mobile Force Protection Course (5-Day): Evasive driving (Level I-IV), tactical off-road driving, counter-vehicular ambush tactics, night mobility, and terminal ballistics windshield drills. Optional Advanced Skills Training Course: Tailored force protection modules including Weapons Live Fire (US/foreign weapons), Combat Driving, Operational Explosives (C-4, Semtex, TNT breaching), Counter-Surveillance, Vehicle Commandeering (hot-seat/hot-wiring), and Operational Medicine. Surveillance Identification and Operations Course (5-Day): 10% classroom and 90% hands-on training covering foot/vehicle surveillance, dry cleaning, alternate persona construction, and a 24-hour Full Mission Profile (FMP) exercise. Asymmetrical Threat Survivability Course (5-Day): 50-hour Program of Instruction (POI) combining high-threat combat driving, concealed weapons live-fire, and proactive threat avoidance (such as sabotage inspection and tracker detection). 4.0 Minimum Vendor Capabilities & Facility Constraints To be considered a qualified source, respondents must demonstrate that they possess, or have immediate access to, the following baseline capabilities: Tactical Driving Tracks: Immediate access to an owned or leased training site within the continental United States featuring multiple paved and unpaved driving tracks, with at least one track being a minimum of three-quarters (3/4) of a mile in length to safely facilitate high-speed evasive driving. Weaponry & Ammunition Vault: An active, secure arms room or vault capable of storing military-grade small arms (M-4, M-9, AK-47, and associated simunitions/paintmarkers) and Pyrotechnics (RPG simulators, flashbangs, bore thunders). Instructor Staffing Ratios & Background: Ability to maintain a strict 1:3 Instructor-to-Student ratio on active ranges and driving courses. All instructors must be Subject Matter Experts (SMEs) with documented, real-world experience (within the last 60 months) operating in tactical, high-risk, or asymmetric environments common to Special Operations. Subcontracting Restrictions: The contractor must execute the core training using their own full-time cadre. No subcontracting of core instructional personnel, role players, or OPFOR is permitted. 5.0 Capability Statement Requirements Interested firms who possess the capability to perform this requirement are requested to submit a Capability Statement (not to exceed 10 pages) containing the following information: 5.1 Corporate Profile Company Name and Address Unique Entity ID (UEI) and CAGE Code Point of Contact (Name, title, phone, email) Business Size & Socio-Economic Status under NAICS 611699 (e.g., Large, Small, SDVOSB, WOSB, HubZone, 8(a)). Contract Vehicles: List any active GSA schedules or federal BPAs/IDIQs your firm holds that could facilitate this requirement. 5.2 Technical Capabilities Questionnaire Please provide brief, explicit answers to the following operational questions: Facility Location & Spec: Describe the training facility you plan to utilize.
