Southwest Regional Maintenance Center (SWRMC) seeks contractors to provide system analysis, software/system engineering, development, customization, and technical writing for the NAVSEA Fusion Suite used to track ship repairs, contracts, and funds. The work supports SWRMC, MARMC, and NSWC Dahlgren with one base year plus two option years. This is a follow-on 8(a) set-aside sources sought; capability statements were due 10 June 2025.

Full Description

This is a sources sought notice for information and acquisition planning purposes. This is not a request for proposal (RFP) and a formal solicitation is not available at this time.  This notice does not constitute a commitment by the Government to issue an RFP, contract, or order.  The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided.  Southwest Regional Maintenance Center (SWRMC) is seeking capable small business concerns  to obtain system analysis, software and system engineering and analysis, development, application and customization, and technical writing services to assist the Southwest Regional Maintenance Center (SWMRC), Mid Atlantic Regional Maintenance Center (MARMC) & Naval Surface Warfare Center (NSWC) Dahlgren Division with carrying out its duties and responsibilities to manage and track ship repairs and associate contracts, purchases, funds administration and related metrics using the NAVSEA Fusion Suite of applications. The project’s capabilities resolve pervasive communication, management, and administrative challenges.  Please note: While the predecessor contract for these services was awarded as an 8(a) set-aside, the acquisition strategy and set-aside determination for this follow-on requirement will be informed by the results of this market research. The anticipated contract will include one (1) base year and two (2) one year option periods. The anticipated period performance is as follows: Base Year: 30 SEP 2026 - 29 SEP 2027; Option Year 1: 30 SEP 2027 – 29 SEP 2028; Option Year 2: 30 SEP 2028 - 29 SEP 2029;   SWRMC is contemplating award of one firm-fixed-price contract. The applicable NAICS code is 541330 – Engineering Services.  This is a follow-on requirement in the 8(a) program.  Interested vendors should submit a capability statement (not to exceed five pages) that demonstrates their capability to perform the services described herein.  The capability statement shall include:  Company name;  Address;  Point of contact (POC) for company information;  Business size (small, small disadvantaged, women-owned, HUBZone, veteran-owned, or service-disabled veteran-owned);  Company’s technical capabilities.  Responses from interested vendors should contain the following:  The company’s specific technical skills to ensure successful requirement performance;  List work the company has performed or is performing in support of the same or similar requirements;  Detail the company’s capability to perform greater than 50% of the required efforts, if categorized as a small business;  Detail whether the company has managed a task of this nature before; and  Detail whether the company has managed a team of subcontractors, and if so, how many   All questions, concerns, or requests for clarifications will be submitted using Request for Specification Clarification Form, attached to this Sources Sought Notice.
