Sources Sought Notice for Sunken Vessel Removal at U.S. Army Corps of Engineers, Nashville District Lakes THIS IS NOT A SOLICITATION, INVITATION FOR BID (IFB), REQUEST FOR QUOTE (RFQ), OR A REQUEST FOR PROPOSAL (RFP). This is a Sources Sought announcement only. This Sources Sought is for acquisition planning purposes only and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Any cost incurred as a result of the announcement shall be borne by the interested party (prospective offeror) and will not be charged to the government for reimbursement. Respondents will not be notified of the results of any government assessments. PURPOSE: The U.S. Army Corps of Engineers Nashville District is conducting this Sources Sought in support of Market Research to notify and seek potential qualified members of industry to gain knowledge of capabilities, interest, and qualifications; to include the Small Business Community for completing the purchase of liquid oxygen. Responses to this Sources Sought Synopsis will be used by the Government in determining appropriate acquisition decisions. The Government must ensure there is adequate competition in making appropriate decisions. The type of set-aside acquisition will depend upon the responses to this Sources Sought. NO SOLICITATION EXISTS AT THIS TIME. SCOPE OF WORK: The U.S. Army Corps of Engineers (USACE), Nashville District, is conducting market research to identify qualified sources capable of removal and disposal of sunken, wrecked, or abandoned vessels, boat docks, and related obstructions from both navigation waterways and flood risk management lakes within the US Army Corps of Engineers Nashville District. Navigational waterways, characterized by their primary use for transportation and commerce as well as hydropower, require the removal of these obstructions to ensure safe passage for commercial and recreational vessels, maintain navigational channels, and mitigate hazards to marine traffic. In contrast, flood risk management lakes, while also subject to abandonment, serve primarily as reservoirs for flood control, water supply, recreational purposes, and hydropower. Removal efforts in flood risk management lakes must prioritize the preservation of dam infrastructure, environmental considerations, and the mitigation of potential flood hazards. Contractors are expected to demonstrate expertise in both scenarios, adapting removal strategies and methodologies to suit the unique challenges posed by each type of lake, including the consideration that flood risk management lakes typically have much deeper average depths compared to navigation waterways. All removal activities must adhere to applicable regulations and environmental guidelines while ensuring the safety and integrity of the surrounding infrastructure and water resources. The Contractor shall furnish all plant, labor, materials, and equipment for removal of all impounded or abandoned vessels, docks, and other defined obstructions from USACE waterways. This work shall include floating, towing, demolition, and removal of the vessels or structures, with locations and descriptions of each item included in each task order. Staging area will be allowed at any Corps of Engineers managed Boat Access areas with a ramp or as directed by the Corps of Engineers Resource Manager of that area. The contractor shall be responsible for obtaining all permits. All work should be in accordance with local, state, and federal regulations. Additional Requirements Dive Operations:  For any work in or near lock approaches, the contractor must submit dive plans to the District Dive Coordinator (DDC) or Alternate Dive Coordinator (ADC) at least 30 days in advance for review. All dive operations must strictly adhere to EM 385-1-1 regulations. Navigation Work:  For any work conducted in or near Federal navigation channels, the contractor must submit a Nav Data sheet to the appropriate office at least 30 days prior to commencing work. This will facilitate the issuance of a Notice to Navigation Interests (NTNI). Waste Disposal:   The contractor shall be responsible for obtaining all permits and any associated costs for waste disposal. All waste disposals shall be done in compliance with federal, state, and local regulations. Waste from the required work will include gas, oil, vessel materials, dock materials (such as treated wood, metal, foam flotation, and hardware), and all personal items in the vessel including but not limited to trash, sanitary waste, waste oil, and lubricants. This waste material shall be disposed of in an appropriate licensed private or public waste management facility. Cleanup and Safety: The Access area used must be clearly marked to warn all visitors about any/all hazards. At the end of the workday, if any parts of the vessels are left outside the dumpster, the area must be checked and clear of safety hazards while the site is unattended. A
