NOTICE OF INTENT TO SOLE SOURCE The 502d Contracting Squadron (502 CONS), JBSA-Lackland, TX, intends to solicit and award a Firm-Fixed-Price, sole source contract to The Ambassador Theater Group (ATG) San Antonio LLC (CAGE Code: 1LV45) for the lease of a commercial performance venue to host the USAF Band of the West's "Holiday in Blue" concert series. The required period of performance is 14–16 December 2026. This action will be executed under the Revolutionary Federal Acquisition Regulation (RFO) Part 12, Acquisition of Commercial Products and Commercial Services. This is a sole source synopsis published for informational purposes only, and this notice of intent does not constitute a request for competitive proposals or quotations. The proposed procurement will be sole sourced under North American Industrial Classification System (NAICS) code 711310, Promoters of Performing Arts, Sports, and Similar Events with Facilities. The corresponding small business size standard for this acquisition is $40.0 million. In accordance with RFO 5.101(c)(4)(vii), market research has determined that ATG San Antonio LLC, operator of the Majestic Theatre, is the only source capable of providing a venue that meets the specific, mission-critical requirements of the USAF Band of the West. Specifically, the Majestic Theatre is the only identified local venue with a stage large enough, possessing a minimum 56-foot depth and a 55-foot proscenium opening, to safely accommodate the 75-member band and its associated equipment. Furthermore, the venue meets the mandatory minimum seating capacity of 2,250 people per performance. In addition to stage and seating capacity, the venue's loading bay is uniquely capable of accommodating the two large equipment box trucks, measuring 37 feet long by 11 feet 9 inches high, which are required to transport military-owned instruments and sound gear. Other local venues lack the necessary overhead and physical clearance for these transport vehicles. Finally, the Majestic Theatre is the only suitable venue with confirmed availability for the required performance dates of 14–16 December 2026, as other major local venues have irreconcilable scheduling conflicts. Consequently, ATG San Antonio LLC is the only responsible source capable of satisfying the agency’s needs without compromising the mission or causing unacceptable operational delays. Any interested parties who believe they can fully meet the requirements stated above may submit a written capability statement, proposal, quotation, or exception to the Government's intent to sole source. Submissions must provide clear, concise, and convincing evidence that competition would be advantageous to the Government and must be submitted directly to the Contracting Office within 15 days of the publication date of this notice. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition, and the final decision regarding the procurement method remains exclusively with the Government.
