1.0 INTRODUCTION THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool used to determine potential and eligible businesses capable of providing the supplies/services described herein prior to determining the method of acquisition and issuance of a Request for Proposal.  The Government is not obligated to and will not pay for any information received from potential sources because of this notice.    The Naval Air Systems Command, (NAVAIR) Patuxent River, Maryland, Air Traffic Management Systems Program Office (PMA-213) intends to award a Fixed Price, Single Award Indefinite-Delivery, Indefinite-Quantity (SAIDIQ) contract on a sole source basis for supplies and services associated with FY2027-FY2031 production of aircraft and ship platform Combat Identification Systems for the United States Navy, Army, Coast Guard, Foreign Military Sales (FMS), or other service/agency. The anticipated ordering period for the contract is five years, from Q4 FY2027 through Q3 FY2031 with an estimated value of $50-90M. The work associated with this requirement is expected to be performed at the contractor’s facilities within the United States. No work at Government sites is anticipated. The specific place(s) of performance will be determined based on the location of the contractor selected for any resulting contract. 2.0 BACKGROUND RT-2159/APX IFF Transponder provides Mark XIIB Identification Friend or Foe (IFF) Selective Identification Features (SIF) Modes 3/A & C, Mode 5, M5L2B, Mode S, and ADS-B In/Out capabilities across the larger DoD and FMS fleet, across a variety of platforms. 3.0 REQUIRED CAPABILITIES Supplies and services to be procured will support production of the RT-2159/APX and related equipment with a minimum production capability of 18 units per month and an undetermined maximum quantity. Supplies and/or services to be procured may include the following: qualification and/or equipment certification testing; software and hardware configuration changes; data collection, processing, and analysis; engineering/trouble report investigations; engineering change proposals; feasibility and integration studies/efforts; interchangeability assessments; laboratory simulations; logistics products; obsolescence mitigation including Shop Replaceable Assembly (SRA) procurement; government furnished equipment repairs; and test plans/testing. These efforts require an intricate knowledge of the RT-2159/APX Systems design and engineering details of interdependent aircraft/ship systems and subsystems. The U.S. Navy did not procure the Technical Data Package or necessary software that would allow another source to produce these efforts. 4.0 INCUMBENT This is a follow-on requirement. The Original Equipment Manufacturer (OEM) is BAE Systems Information and Electronic Systems Integration, 450 Pulaski Rd. Greenlawn, NY 11740, USA. 5.0 ELIGIBILITY The Product Support Code for this requirement is 5841. The North American Industry Classification System (NAICS) code is 334511(Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing), with a small business size standard of 1,350 employees as defined by the U.S. Small Business Administration. The Government currently anticipates a sole‑source award under FAR 6.103‑1 to BAE Systems due to the Government’s lack of required technical data and data rights for the RT-2159/APX IFF Transponder designs. However, all responsible sources, including small businesses (8(a), HUBZone, SDVOSB, WOSB), are encouraged to submit capability statements describing their ability to perform as a prime or subcontractor and to identify any specific portions of the requirement they can perform. All interested contractors must be registered in the System for Award Management government website at www.sam.gov to be eligible for award of Government contracts. Only interested firms who possess the supplies and services provided in this notice and can meet these requirements are invited to respond. The Government will not reimburse participants for any expenses associated with their participation in this notice. 6.0 SUBMITTAL INFORMATION It is requested that interested vendors submit to the point of contact below, a brief capabilities statement package (no more than 10 - 8.5 x 11 pages in length, single-spaced, 12-point font minimum) demonstrating the capability to meet the requirements of this notice. This documentation must address, at a minimum, the following: A company profile to include: Company name, business size under NAICS Code 334511, office location(s), Point of Contact name, phone number, email address, Commercial and Government Entity code, and Unique Entity ID. Include a brief description of any applicable contracts relating to the supplies and/or services described herein. Prior/current industry experience of similar size and scope as referenced in section 3.0 ‘Required Capabilities’. Address
