This is a solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes only solicitation. Offers are being requested and a separate written solicitation will not be issued.  Solicitation number 61200PR260031567 is issued as a request for quotation (RFQ), request for Boiler Inspections and Hydrostatic Testing Services at U.S. Coast Guard Training Center Petaluma, 599 Tomales Road, Petaluma, CA 94952-4154.  This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 Effective Date 03/13/2026.  The associated North American Industrial Classification System (NAICS) code for this procurement is 238220, with a small business size standard of $19M. Product Service Code is L045.  Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall include—  (1) The solicitation number.  (2) The name, address, telephone number of the Offeror.  (3) The Offeror’s Unique Entity Identifier (UEI)  (4) Information necessary to evaluate the factors contained in the provision at 52.212-2  (5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and  (6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendment  Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.  U.S. Coast Guard (USCG) Training Center (TRACEN) Petaluma, 599 Tomales Road, Petaluma, CA 94952-4154, has a requirement for inspection, cleaning, perform hydrostatic testing, and conducting preventative maintenance for 14 boilers.    52.237-1 Site Visit (Apr 1984) Ensuring accurate bid submissions is crucial to the success of our project. Therefore, we strongly encourage all bidders to conduct a thorough site visit to assess the work environment and confirm their ability to fulfill the requirements before finalizing their bids. Offerors or quoters are expected to inspect the site where the work will be performed to gain a comprehensive understanding of the project scope. To facilitate this process, an organized site visit has been scheduled for 01 JULY, 2026, at 10:00 am PDT. Participants are requested to assemble at Building 150 at TRACEN Petaluma.  Contractors seeking access to TRACEN Petaluma to participate in the site visit must request the Commercial Access Form by emailing SMB-FORCECOM-048@uscg.mil. Completed forms must be submitted to the same address at least 5 business days prior to the intended visit. The designated Government Point of Contact (POC) will forward the form for review and approval by the Command Security Officer (CSO). Late submissions may result in delayed or denied access.  All contractor personnel are required to successfully pass a background check and present a Real ID or valid driver’s license accompanied by a secondary form of identification. Additionally, valid vehicle registration and proof of insurance must be provided. Contractors unable to meet these requirements must be escorted by a Common Access Card (CAC) holder for the duration of their visit. Access may be delayed or denied if an escort is unavailable.  Offerors are required to provide prices for all items/CLINs. A zero-dollar figure ($0.00) unit price means the offeror shall provide the service/supply at no charge to the Government. Unit prices left blank or annotated with something other than a dollar figure will be considered unacceptable.  Basis for Award:   Award will be made to the quoter whose quotation offers the best value to the government, considering Technical Approach, Past Performance, and Price. The government will evaluate information based on the following evaluation criteria:  1. Technical Approach. The Government will evaluate the offeror’s technical approach based on the extent to which the proposal demonstrates a clear understanding of the Statement of Work requirements and the ability to execute all specified tasks.
