Full Description

**Amendment 1 is to include the OEM Cage Code on Attachment 1 – Requirements for 70Z03826IB0000011.  See “Amendment 1 - Attachment 1 – Requirements for 70Z03826IB0000011. ” This is a request for information.  The United States Coast Guard (USCG), Aviation Logistics Center (ALC), SRR/MH-65 aircraft division has a requirement for the procurement of Small Tactical Terminal (STT) Link 16 Integration and Support for the USCG MH-65 Helicopter.    This is a Request for Information (RFI)/Sources Sought Notice only and does not constitute a solicitation announcement. This is not a request for proposals or a quote and in no way obligates the Government to award any contract. This Sources Sought Notice is for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for quotes/proposals. This Sources Sought Notice has been issued to survey the market and assist the United States Coast Guard (USCG) in determining possible sources for consideration. All firms responding to this Sources Sought Notice are advised that their response to this notice is not a request to be considered for a contract award.  The USCG is conducting market research to seek sources that have the capability to reverse engineer, provide drawings, and manufacture the items listed in Attachment 1 - Requirements for 70Z03826IB0000011. Note:  Special Packaging Requirement: All components received under this contract shall be stored and shipped in Contractor provided shipping containers. Each LRU shall have its own shipping container.    RESPONSES:  Responses to this notice should include company name, address, telephone number, cage code, and point of contact (POC). Please respond to the following questions:  1. Capability statement to include the lead time for delivery and standard warranty included with product.  2. State whether the business can provide Special Packing Requirements.  3. State whether the business can supply FAR 52.246-15 Certificate of Conformance with no more than two ownership changes after the OEM.  4. State whether the business provides F.O.B Destination or Origin.  5. State whether the business is currently classified as Large, Small, Small Disadvantaged, 8(a), HubZone Small Business, Women Owned, Veteran Owned, or Service-Disabled Veteran-Owned Small Business in terms of the NAICS code 336413.   6. GSA Contract information if applicable and other information that provides the Coast Guard with a more accurate picture of the potential marketplace for this requirement. The NAICS code is 336413 and the small business size standard is 1,250 employees.  7. Do you have other government agencies using the producs? If so, which agencies, POC's and contract numbers?    8. Is FAR 52.217-6 Option for Increased Quantity accepted?  Please be advised that the USCG will acknowledge receipt of the information received and may provide feedback to respondents with respect to the information submitted. After the review of the responses to this RFI/Sources Sought Notice, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the SAM.gov website. Responses to this RFI/Sources Sought Notice are not adequate responses to any future solicitation announcement. If the USCG proceeds with the acquisition, all interested offerors will have to respond to the solicitation once posted to SAM.gov. Responses to this RFI/Sources Sought Notice are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation.  SUBMISSION INSTRUCTIONS:  Telephone responses will not be accepted.  Responses must be received no later than August 13, 2026, at 12:00 pm EDT.
