07/31/2026 Amendment A00002 to solicitation RFI questions and responses: RFI 1. During the site visit, the existing piping appeared to be in a visibly deteriorated condition. However, the actual condition of the piping cannot be determined until the concrete slab is removed and the pipeline is fully exposed. If the exposed piping is found to be deteriorated or otherwise unsuitable for continued service, would the U.S. Coast Guard authorize the replacement of the affected piping with an alternative material, such as Schedule 80 PVC or Type L copper, provided that all materials are certified for potable water systems (NSF/ANSI 61) and comply with all applicable codes and the project specifications? A:  As stated in the SOW, replace up to 20 linear feet of potable water piping as needed. All supplied materials must be certified for use in potable water systems and must be NSF/ANSI 61 compliant. RFI2. After potable water service has been restored, will the Contractor be permitted to access the areas served by the affected water line to visually inspect the system during the gradual restoration of service and verify that no leaks, damage, or other issues have resulted from the valve replacement work? A: Yes.  Coordinate with Contracting Officer Representative.  RFI3. Is it possible for the U.S. Coast Guard to provide the As-Built drawings for the potable water and/or plumbing system within the project area to allow verification of the existing system configuration, valve locations, and associated piping? A:  Attached are the drawings we have on file. These drawings are for reference only.  Locate in attachments... RFQ4. Since it will be necessary to saw-cut and remove a portion of the existing concrete slab to access the piping, could the U.S. Coast Guard provide the approximate thickness of the slab and indicate whether it contains reinforcing steel (rebar) or welded wire mesh? Additionally, is the U.S. Coast Guard aware of any existing underground utilities beneath the slab, such as electrical conduits, gas lines, telecommunications, drainage, or other utilities that may interfere with the excavation and valve replacement work? A:  The concrete slab is approximately 4 inches thick.  Rebar and welded wire mesh unknown.  Attached are the drawings we have on file. These drawings are for reference only. RFQ5. The project scope requires disinfection of the new valve and the affected piping in accordance with AWWA C651. Could the U.S. Coast Guard clarify the specific requirements for this work? Specifically, is the Contractor only required to perform the disinfection procedure, or will a certified laboratory or specialized testing company be required to perform bacteriological sampling, water quality testing, certification, or any other activities necessary before the system can be returned to service? A:  As stated in the SOW, the Contractor shall perform any required disinfection of the new valve and affected piping in accordance with AWWA C651 standards for potable water systems. This includes collecting bacteriological samples if required by the utility or the authority having jurisdiction before the system is returned to service. 07/28/2026 Amendment A00001 to Solicitation RFI Questions and response Q: Is replacement of the valve box required if the repair can be completed within the existing valve box? R: If the boxes remain intact and undamaged during the process, they can be reused Q: Could you provide photos of the valves with the valve box partially opened? R: The SOW on page 7 (Enclosure 3) includes a photo showing the valve boxes partially opened. Q:  Is a gate valve specifically required, or would an alternative such as a ball valve or meter stop be acceptable? R: The project involves installation in kind. 07/16/2026 Amendment to Solicitation:  Change verbiage to read: Work hours: Monday through Friday, Service to potable water valves to begin at 1500  3 pm, EST.  This change was made to alleviate the hardship of having potable water shutdown during normal working hours at the Air Station.  Weekend service will be considered by Coast Guard Command and Contracting Officer. This combined synopsis/solicitation for construction services is prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This synopsis/solicitation is being advertised as Small Business Set-Aside only . This announcement constitutes the only solicitation; no separate written solicitation will be issued.
