COMBINED SYNOPSIS/SOLICITATION Provo Area Office Camera Crawler 140R4026Q0131 This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. Solicitation number 140R4026Q0131 is issued as a Request for Quotations (RFQ) for Camera Crawler Award as outlined below. This acquisition is set-aside for small business concerns under NAICS 335999 with a small business size standard of 600 Employees. This solicitation incorporates provisions and clauses by reference. SPECIFICATIONS The Bureau of Reclamation's Provo Area Office (BOR PAO) requires a camera crawler for its Dam Safety group. Dam Safety conducts inspections at multiple inaccessible locations to evaluate dam features and identify maintenance needs, seepage issues, foundation movement, and potential failure risks. The camera crawler will enhance Reclamation engineers¿ ability to assess structural conditions and is essential for ensuring public safety. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: Lowest Price Technically Acceptable In order to be considered technically acceptable the following factors will be considered: 1) Reclamation will evaluate offered items either as brand name or equal and equal shall meet the minimum listed salient characteristics listed above. Vendors proposing on equivalent items must demonstrate how their item meets those requirements. This can be accomplished by providing item specification sheets and or a technical narrative as to how they meet the requirements listed. 2) Reclamation will evaluate schedule as a portion of technical acceptability. Vendors shall provide a delivery schedule for each item. b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s). (c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
