AMENDMENT 0002 The purpose of this amendment is as follows: Answer requests for information (RFI) asked and answered as of today 8/10/2026. RFI Q&A’s are in the attached “PreAward RFIs – FANG Parking Structures as of 8-10-2026. If blank, the RFI is still pending a response and will be answered by COB Friday August 14, 2026. Request for Information submission due date has been extended through COB (5:00 PM EDT) Tuesday August 11, 2026. Consolidated RFI responses will NOW be posted NLT COB Friday August 14, 2026 posted here to the sam.gov solicitation. The Solicitation Due Date of Friday 21 Aug 2026 at 12:00pm EDT currently remains unchanged; however an extension is pending with final due date to be announced with amendment COB Friday Aug 14, 2026. All other terms and conditions remain unchanged. ************************************************************************************************** AMENDMENT 0001 The purpose of this amendment is as follows: Answer the following requests for information (RFI) regarding incumbent requirement and past performance evaluation criteria: QUESTION: The solicitation requires offerors to provide 2-4 similar projects in scope and magnitude completed by the offeror's firm over the past three years. Please confirm whether offerors may submit relevant project experience and past performance from proposed key subcontractors, specialty subcontractors, design partners, specialty manufacturers, or teaming partners that will perform a significant role in contract performance. If allowable, please clarify whether subcontractor/team member experience may satisfy the past performance requirement or only supplement the prime contractor's experience, and whether the submitted firm must perform a minimum percentage or primary portion of the related work. Reason for Inquiry: This clarification will assist offerors in preparing compliant past performance submissions and selection of my Design/Build team. GOVERNMENT ANSWER : Past performance regarding predecessor companies of the offeror and/or subcontractors, key personnel, and subcontractors who will perform a significant role in contract performance will satisfy past performance requirements. Past performance evaluation criteria within the solicitation has been updated accordingly. Prime contractor performance is subject to limitations within RFO Clause 52.219-14 Limitations on Subcontracting (Deviation 2026-O0038) found within the model contract. QUESTION : We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? GOVERNMENT ANSWER: This is a brand New Requirement; no previous contract information is available. Update Solicitation – evaluation criteria as follows: Past Performance : The Government may utilize any references provided by the Contractor, along with information available from past contracts/orders with the Dept of War and any information found using sources such as Federal Government sources (i.e. sam.gov), SPRS or the Contractor Performance Assessment Reporting System (CPARS) to determine if the Contractor has acceptable or neutral Past Performance. Past performance regarding predecessor companies of the offeror and/or subcontractors, key personnel, and subcontractors who will perform a significant role in contract performance will satisfy past performance requirements. Past Performance will be evaluated using the following rating system Acceptable: The contractor shows a demonstrated ability to meet contract requirements in prior or current contracts, including quality of work, timeliness, cost control, business relations, and adherence to contract terms. Neutral: Offeror does not have a past performance record. Unacceptable: The contractor has a documented history of failing to meet contract requirements, including poor quality, missed deadlines, cost overruns, lack of responsiveness, or unethical behavior. In order to be found acceptable for past performance, past performance information included with the quote package (or independent government research) must demonstrate a reasonable expectation that the offeror will successfully perform the required effort or the offeror’s performance records is unknown and therefore rated as neutral. If based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort an unacceptable rating will be assigned. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable. THE SOLICITATION SITE VISIT DATE OF MONDAY 10 AUG 2026 REMAINS UNCHANGED WITH THE RESERVATION DUE DATE OF COB MONDAY 3 AUG 2026 . THE SOLICITATION DUE DATE OF FRIDAY 21 AUG 2026 AT 12:00PM EDT REMAINS UNCHANGED. All other terms and conditions remain unchanged. *****************
