Vehicle Portable Washer System (Equipment Purchase) – Plant 42

Description (i) Notice: This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation Number: The solicitation number is  FA930126Q0021  and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) [Insert current FAC number]. (iii) Requirement Description: The Government is seeking to  purchase  one (1) complete, closed-loop  Vehicle Portable Washer System  for delivery and installation at Plant 42. This is a hybrid requirement involving the delivery of highly specialized water-recycling hardware and complex on-site installation, integration, and training. The system must meet all the physical, operational, and environmental requirements defined in the attached Statement of Objectives (SOO) and Statement of Work (SOW). Key system components to be purchased and installed include: Waste2Water Solids Management System (Model: HSMS-800-0 or equal) High Volume Water Cannon System & ESD Cold Water Pressure Washer 20' Insulated Conex Container with 150 AMP electrical panel and microbe refrigerator ESD 20' x 40' HD Auger Containment Island Above Ground Wash Pad On-site installation, plumbing integration, system testing, and operator training. (iv) Contract Type & Evaluation (FAR 52.212-2 Addendum): The Government intends to award a Firm-Fixed-Price (FFP) contract for this equipment purchase and associated installation services. Award will be made based on  Lowest Price Technically Acceptable (LPTA)  source selection procedures. To be evaluated as technically acceptable under  Factor 1 (Technical) , the offeror must submit documentation (e.g., technical specifications, product data sheets) clearly demonstrating that their proposed system and installation services meet all minimum requirements set forth in the SOO.  Factor 2 (Price)  will be evaluated for fairness and reasonableness. vi) Delivery & Place of Performance: Delivery, installation, and training shall be conducted at: Air Force Plant 42 2501 E. Ave P . Palmdale CA 93550 (vii) Instructions to Offerors: Offerors must review the attached SF 1449 Solicitation package and Statement of Objectives (SOO). Quotes must include: Price Volume:  Completed SF 1449 (Blocks 17a, 23, 24, 30a-c), including unit price and total price for CLIN 0001. Technical Volume:  Product specifications/literature demonstrating the proposed system meets the SOO requirements.
