This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara ( “Niagara Region”) to prospective proponents to submit proposals for Feasibility Study for the Preliminary Treatment Upgrades at the Niagara Falls Wastewater Treatment Plant, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). The feasibility study will deliver a comprehensive assessment of the Niagara Falls WWTP preliminary treatment facilities, including documentation of existing conditions, asset inventory, site constraints, and operational challenges. Key deliverables will include conceptual drawings for a minimum of three viable screening and solids‑handling alternatives, a weighted evaluation matrix, AACE Class 4 cost estimates prepared in Niagara Region templates, high‑level specifications and process block diagrams for the preferred option, and a final Feasibility Study Report suitable for decision‑making and progression to detailed design.
