1. This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. 1.a. Project Title: Air Handler Unit Replacement 1.b. Description: VA Greater Los Angeles Healthcare System is seeking a contractor to replace two 12 Ton AHUs in BLDG 500 at the VA Greater Los Angeles Medical Center 1.c. Project Location: VA Greater Los Angeles Healthcare System 1.d. Solicitation Type - Number: Request for Quotes (RFQ) - 36C26226Q0842. 1.e. Set Aside: This solicitation is issued as an SDVOSB set aside. 1.f. Applicable NAICS code: 238220, Plumbing, Heating and Air-Conditioning Contractors. 1.g. Small Business Size Standard: $19 million 1.h. Type of Contract: Firm Fixed Price 1.i. Period of Performance: 30 days 1.j. Wage Determination applicable to this project: SCA WD 2015-5613 revision 32 1.k. Request for Information (RFI) should be submitted via email no later than 2pm PST Monday, June 8th, 2026, to ositadima.ndubizu@va.gov 1.l. Job walk will be conducted at 11am on Wednesday, June 3rd, 2026. Participants will meet with Clifford Somers at VA Greater Los Angeles Medical Center, 11301 Wilshire Blvd, Los Angeles, CA 90073. Offerors who fail to meet any special standard of responsibility will not be eligible to receive contract award. 2. Statement of Work 2.1. Objective. A Greater Los Angeles Healthcare System is seeking a contractor to replace two 12 Ton AHUs in BLDG 500 at the VA Greater Los Angeles Medical Center. 2.2. Background. - The two 12-ton Air Handling Units that are the cold air supply for the Elevator control room located in the Penthouse of the main hospital building 500 are no longer serviceable and parts can no longer be sourced for repairs and routine maintenance. . 2.3. Scope. Contractor must be able to provide this equipment(No equivalents) Quantity: 2 Manufacturer: Trane Model Type: Performance Climate Changer Model Number: UCCAA08C0J0RH032000000EAY00BB0000000B The lead time for equipment deliverables should not exceed 8 weeks Contractor must perform the following tasks: Recover existing refrigerant from the existing Rheem condensing units. (Disposal of these two (condensing) units is NOT included- the units shall be left in the current location) Provide rigging services for the existing and new AHUs. Dispose of units and all materials. Salvage rights reserved. Provide labor and necessary piping to incorporate the two (2) new Trane AHUs. Copper Solder/Brazed type fittings shall be used. Re-insulate the new piping additions for both Air Handling Units. Provide and install the following for each AHU: (1) Y-Strainer, (1) Circuit Center, (1) Actuator, (1) Hoffman Auto purge. Remove and replace existing stander zone thermostats. Integration to BAS is not applicable. Incorporate the existing ductwork into the new AHUs. No additional ductwork modifications are included herein. Incorporate the existing electrical service with the new AHUs to include a new disconnect. Supply and install one new condensate pan per AHU. Incorporate the existing condensate piping with the new AHUs. Provide and install one set of filters for each of the AHUs and install prior to startup. Perform factory startup of the two (2) new AHUs 2.4. Performance Monitoring. The Contracting Officer Representative (COR) will monitor contractor performance and certify the work was done in accordance with the SOW. 2.5. Period of Performance. The period of performance will be 90 days. Work Hours Work hours will be Monday through Friday from 7:00am 3:00pm Pacific time. National Holidays: New Year s Day January 01 Martin Luther King s Birthday Third Monday in January President s Day Third Monday in February Memorial Day Last Monday in May Juneteenth June 19 Independence Day July 04 Labor Day First Monday in September Columbus Day Second Monday in October Veterans Day November 11 Thanksgiving Day Fourth Thursday in November Christmas Day December 25 b. If the holiday falls on a Sunday, the following Monday will be observed as a national holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a National holiday by U.S. Government Agencies, and any day specifically declared by the President of the United States of America.
