Advanced Payload Module Strongbacks, Upender, All Up Round + Cannister Upender and Other Hardware

Amendment 0001 – This amendment adds information on SAM.gov and JCP certification requirements needed for access to controlled attachments. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or at https://www.sam.gov . Information about the JCP is at https://www.dla.mil/logistics-operations/services/joint-certification-program/ . The controlled attachments will be posted at the same time the solicitation is posted. This Sources Sought Notice is being issued by the Naval Surface Warfare Center, Crane Division (NSWC-CR) located in Crane, Indiana.  NSWC-CR is conducting market research for vendors with the capabilities and facilities to provide Pier Side Support Equipment (PSSE) for the procurement of All Up Round + Canister (AUR + C) Upender for the loading and unloading of the Advanced Payload Module (APM).  Efforts will include procurement of components and fabrication for APM Upending Fixtures (Drawing {Dwg.} # 8880357), AURC Upending Fixtures (Dwg. # 8939761), and APM Strongbacks (Dwg. # 8880354).  The Government is requesting market information from industry for the services and supplies as described within. Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN intends to award this requirement as Commercial, Small Business Set-Aside, Firm-Fixed price (FFP), Indefinite-Delivery, Indefinite-Quantity (IDIQ) with multiple award contracts (MAC) with a five-year ordering period. Required performance location will be within a 100-mile radius of Crane, IN. This sources sought notice is intended for planning purposes only and is issued solely for conducting market research in accordance with FAR Part 10. This does NOT constitute a Request for Proposal (RFP). The Government is NOT seeking or accepting unsolicited proposals. This notice shall NOT be construed as a contract, a promise to contract, or a commitment of any kind by the Government. If a solicitation is issued in the future, it will be announced via the SAM.gov website, and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this sources sought notice. Response Requirements: General . The subject field of the email should contain “APM/AURC MAC RFI Response.” Responses should provide sufficient detail for assessment of potential contracting strategies and company interest. Failure to provide a response does not preclude participation in any possible future RFP, if issued.
