This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. 1.a. Project Title: Water Piping Rebuild
1.b. Description: VA Greater Los Angeles Healthcare System is seeking a contractor to rebuild the domestic water tanks filter piping at Building 200 of the VA Sepulveda Ambulatory Care Center.

Offerors who fail to meet any special standard of responsibility will not be eligible to receive contract award. 2. Statement of Work 2.1. Objective. VA Greater Los Angeles Healthcare System is seeking a contractor to rebuild the domestic water tanks filter piping at Building 200 of the VA Sepulveda Ambulatory Care Center. 2.2. Background. The Greater Los Angeles VA Healthcare System, Sepulveda VA Medical Center requires piping replacement on two Culligan HD 483, 48 x 60x filters. The Culligan water filters in building 200 were installed to the factory s specifications. These specifications included avoiding using galvanized piping along with bronze and brass, and steel fittings without the required bimetallic protection. The system now leaks due to galvanic corrosion and needs to be rebuilt.
. 2.3. Scope. The contractor shall provide required supplies, equipment, materials, labor, transportation, and personnel needed to complete the piping replacement on two Culligan HD 483, 48 x 60x filters located at the Sepulveda VA Medical Center. Contractor shall provide all required items for the requirements described in this statement of work. Contractor shall provide equipment, supplies, and perform work in strict accordance with the specifications, Statement of Work, schedule, and all other supporting documents required for this contract. All new brass pipe and fittings to replace outdated or corroded components and improve system accessibility. Contractor must perform the following tasks: Demolition Isolate domestic cold water at the point of connection.
Disconnect existing piping & fittings.
Remove old parts and related components from the site. Installation Install all new brass pipe and fittings on Domestic Water Tank #1
Install all new brass pipe and fittings on Domestic Water Tank #2
Ensure all new components are installed to manufacturer specifications and in accordance with applicable codes and VA standards
. Sequencing & Phasing Phase 1 (Regular Hours): Install all new brass pipe and fittings on Domestic Water Tank #1 and minimize disruption to building operations.
Phase 2 (Regular Hours): Install all new brass pipe and fittings on Domestic Water Tank #2 and minimize disruption to building operations. Testing & Start-Up Perform pressure testing on all new piping.
Check system for leaks. Safety & Compliance Follow all VA safety protocols, OSHA requirements.
Maintain clean work areas and always ensure safe access routes.
Comply with VA hot work permit requirements when applicable. 2.4. Performance Monitoring. The Contracting Officer Representative (COR) will monitor contractor performance and certify the work was done in accordance with the SOW. 2.5. Period of Performance. The period of performance will be 90 days. Before commencement of work, the Contractor shall confer with the VA POC to agree on a sequence of procedures; means of access to premises and building. Work performed outside the normal hours of coverage must be approved by the POC or his/her designee. All time shall be approved in advance by the Program Point of Contact (POC). Allow 5-days for approval of any alternate working hours needed. Work Hours Work hours will be Monday through Friday from 7:00am 4:30pm Pacific time. National Holidays:
