*THIS IS ONLY OPEN TO REPUBLIC OF KOREA COMPANIES* The requirement is part of an ongoing task order described below for the portion of the work to be performed in Korea: The scope of this effort is to establish and maintain field operating teams that will operate and maintain Non-Destructive Test Equipment (NDTE) to conduct testing of armor protective plates worn and used by Soldiers. The Organizational Clothing and Individual Equipment (OCIE) Central Management Office (CMO) mission is “to provide Total Asset Visibility and central funding and control of OCIE to improve inventory management and enhance Army Total Life Cycle Systems Management for OCIE in support of the Warfighter.” Central management of OCIE is performed by the US TACOM, Life Cycle Management Command, led by Program Executive Office (PEO) Soldier, and supported by the Clothing Services Office. CMO has been charged with the responsibility for serving the current and future requirements for scanning of body armor that employs NDTE. NDTE is a portable, deployable self-contained system that detects physical or structural defects in body armor plates. The NDTE system consists of an Armor Inspection System (AIS) which employs an X- ray to scan body armor plates [(Enhanced Small Arms Protective Insert (ESAPI), X-Threat Small Arms Protective Inserts, Enhanced Side Ballistic Insert plates, X-Threat Side Ballistic Insert]. The NDTE scans for physical or structural defects in the ceramic materials, as well as flaws within the composite laminate or the bonds between the ceramic and composite that are undetectable by visual inspection. The inspection component can be used as a stand-alone system in an environmentally controlled facility. It can also operate as a self-contained unit within a HardSided Expandable Light Air Mobile Shelter (HELAMS). The NDTE is capable of scanning a plate in 15 seconds or less and can scan an average of 240 in an hour. Provisions for both Field Level and Sustainment Level inspections are provided herein. Each is critical and complementary to the other for ensuring Soldiers continue to have the highest level of ballistic protection possible. In addition to plate X-ray inspections, the NDTE provides a continuous body armor plate surveillance capability as it collects data on inspected body armor plates such as lot number, cage code, contract number, serial number, national stock number (NSN) and radiographic images. Newly introduced requirements will enable tracking each plate post-processing in storage by an embedded QR code. There are currently ten (10) operational AIS within the US Army which includes locations in Kuwait, Germany, South Korea, Texas, North Carolina, California, and four mobile systems. All NDTE systems were procured through PEO Soldier before TACOM CMO assumed oversight of the program and are contractor operated. The NDTE mission is complex in terms of magnitude of the mission, the skills set required to perform the mission, the global dispersion of workload and support, and the criticality of protecting our Soldiers’ lives with the services NDTE delivers.
