Question 1: Solicitation: RFQ-26-PHX-048 — Attachment G (PWS Optometrist – Fort Yuma) / Attachment H (PWS Optometrist – Hopi HCC) Question:  We understand the solicitation identifies Fort Yuma Health Care Center, Winterhaven, CA, as the primary place of performance, with Optometrist services (Attachments G and H) supporting both Fort Yuma HCC and Hopi Health Care Center, Polacca, AZ. To help us plan our staffing approach, could the Government confirm that the remaining labor categories (FNP, RN, CMA, Clinical Laboratory Scientist, and Radiologic Technologist) are each estimated at 1 FTE (2,080 hours) supporting Fort Yuma HCC only? Additionally, could the Government share whether there is an anticipated FTE or hours split between the two sites for the Optometrist labor category? We recognize the 6,040 estimated annual hours reflect an estimated quantity and understand actual allocation may vary by call, but any general guidance on the expected distribution would be helpful. A1) The estimated annual quantities identified in Attachment A are provided solely for quotation evaluation purposes and do not represent a guaranteed minimum or maximum quantity of services. Actual requirements will be established through individual BPA Calls. For planning purposes: Family Nurse Practitioner (FNP), Registered Nurse (RN), Certified Medical Assistant (CMA), Clinical Laboratory Scientist (CLS), and Radiologic Technologist (RT) services are currently anticipated to support Fort Yuma Health Care Center (FYHCC) only. Optometrist services may be ordered in support of Fort Yuma Health Care Center (FYHCC) and Hopi Health Care Center (HHCC), as identified in Attachments G and H, respectively. The Government is unable to provide a projected distribution of Optometrist hours between the two locations. The allocation of services will depend upon the Government's actual requirements at the time BPA Calls are issued. Offerors should base their quotations on the estimated quantities provided in Attachment A and the requirements contained in the applicable Performance Work Statements. Question 2: Solicitation: RFQ-26-PHX-048 — Volume I, Technical Capability Question:  Are candidate profiles/resumes required to be submitted with the quote under Volume I – Technical Capability, or may the Offeror address recruitment, staffing continuity, and credentialing capability at a process/programmatic level without naming specific candidates at this stage? If candidate profiles are required at submission, would you please confirm the minimum documentation needed per candidate. A2) No. Candidate profiles or resumes are not required to be submitted with the quotation. Under Volume I – Technical Capability, Offerors shall describe their corporate capability and management approach, including their processes for recruitment, credentialing, staffing continuity, replacement personnel, and contract management, as required by the solicitation. The successful Contractor shall provide candidate-specific documentation after award and prior to performance, in accordance with the applicable Performance Work Statement and the requirements of the individual BPA Call. Additional Info:  Services shall generally be performed during the hours and days identified in the applicable Performance Work Statement and BPA Call. The Contractor shall be responsible for developing and managing staffing schedules necessary to meet the Government's required coverage. The Government will identify its required coverage and, whenever practicable, provide reasonable advance notice of anticipated scheduling requirements or known changes. Actual staffing requirements will be established through individual BPA Calls. Question 4: Can we add a pricing narrative in PDF format to go along with the excel spreadsheet requested as the Volume III – Price submission? A4)  Offerors may submit an optional pricing narrative in PDF format with Volume III – Price. The pricing narrative may explain assumptions, pricing methodology, labor mix, travel, or other pricing considerations. In the event of any discrepancy between the completed pricing schedule and the pricing narrative, the pricing schedule shall govern for evaluation purposes. Question 5: For submissions that involve a teaming arrangement, can we increase the number of past performance references allowed for Volume II – Relevant Experience and Past Performance ? Maybe an additional references for each named partner? Example: Prime ISBEE + Partner 1 + Partner 2 = 5 total references to be divided in whatever way the ISBEE sees fit A5)  The solicitation remains unchanged. Offerors may allocate the permitted references among the prime contractor and any proposed teaming partners in whatever manner they believe best demonstrates the team's relevant experience and past performance.
