Amendment 8: AQUISITION UPDATE (01 July 2026): Notice of Procurement Pause – Spain Base Operating Support (S-BOS) Notice to Industry: The 764th Enterprise Sourcing Squadron has determined it is in the best interest of the Government to pause the Spain Base Operating Support (S-BOS) acquisition for approximately twelve (12) months. This strategic pause is necessary to sequence programmatic milestones and prioritize the concurrent Türkiye Base Operating Support (T-BOS) acquisition effort. As a result of this pause, the projected performance start date for the S-BOS contract will shift from January 2028 to January 2029. The Government anticipates releasing the formal RFP for S-BOS in Summer 2027. Please note that this action constitutes a temporary pause, not a cancellation, of the S-BOS requirement. Industry partners are advised that the foundational S-BOS framework, including the Performance Work Statement, CLIN structure, contract type, and overall acquisition strategy, will remain substantially unchanged when the procurement resumes. The Government plans to conduct an additional Industry Day/Site Visit closer to the revised RFP release date to ensure all interested offerors are fully briefed on the finalized requirements. PURPOSE  This acquisition update is provided to all potential offerors for the Türkiye Base Operations Support (T-BOS) requirement. In the interest of transparency and to facilitate early industry feedback, the Government is releasing the slides for the briefings held during the site visit as well as relevant pictures taken during the site visit.  2. DOCUMENTS RELEASED Attachment 21: Incirlik Site Visit Briefing 3. IMPORTANT NOTES FOR OFFERORS Controlled Unclassified Information (CUI): Several of the attachments to this notice are marked as CUI. Access to these documents is restricted. Interested parties must be certified in SAM.gov and must request access to the controlled documents via the SAM.gov notice. Requests will be validated prior to the granting of access. ____________________________________________________________________________________________________ Amendment 6: AQUISITION UPDATE – (16 May 2026) – FINAL DRAFT ACQUISITION UPDATE T-S BOS ACQUISITION 1. PURPOSE & STRATEGIC UPDATE This amendment is provided to all potential offerors for the upcoming Türkiye Base Operations Support (T-BOS) and Spain Base Operations Support (S-BOS) acquisitions. In the interest of continued transparency, and as a result of extensive, valuable feedback from industry, the Government is releasing final draft versions of several key solicitation documents. This release is intended to provide maximum insight into the acquisition strategy and to facilitate offeror preparation prior to the formal release of the final Request for Proposals (RFPs). Please be advised of the following updates to the acquisition schedule: A. New, Separate SAM.gov Postings: While this current notice will remain active for historical purposes, the final RFPs for each requirement will be posted under new, separate, and unique SAM.gov notices. Offerors must monitor SAM.gov for these new, specific solicitations. B. Anticipated RFP Release Dates: The S-BOS (Spain) RFP is forecast for release on or about 15 June 2026. The T-BOS (Türkiye) RFP is forecast for release on or about 30 June 2026. 2.0 DOCUMENTS RELEASED The following DRAFT documents are attached to this notice for industry review: Attachment 14: Draft Performance Work Statement (PWS) - T-S BOS (15 May 2026): This is the most current version of the PWS, containing standardized language applicable to both locations.
