1.0 Introduction and Disclaimer THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice is issued solely for market research and planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB), nor does its issuance restrict the Government’s acquisition approach. The Government will not reimburse respondents for any costs associated with submitting information in response to this notice. All information received in response to this notice that is marked as proprietary will be handled accordingly. 2.0 Program Background The P-8A Poseidon Multi-Mission Aircraft (MMA) delivers improved capabilities through a series of three Incremental upgrades. The addition of P-8A Increment 3 Block 2 (I3B2) capabilities will fully address the broad area Anti-Submarine Warfare (ASW), Anti-Surface Warfare (ASuW), Intelligence, Surveillance and Reconnaissance (ISR), and Net-Ready requirements upon which the P-8A program was founded. I3B2 provides open architecture and communications improvements with Net-Ready Key Performance Parameter (NR-KPP) compliance and all-weather, day/night, long-range, network-enabled ASuW weapon with midcourse update capability. Additional ASW improvements for Multi-static Active Coherent (MAC) and ESM search and localization are included as well as ASuW, and Command, Control, Communications and Computers, and ISR (C4ISR) sensor capability enhancements or technologies. 3.0 SCOPE OF EFFORT The Department of the Navy is surveying the marketplace to identify capable vendors with the facilities, personnel, and technical expertise required to perform a complex P-8A retrofit installation of a I3B2 Engineering Change Proposal (ECP6) per a government provided installation data package (IDP).  The successful execution of this requirement will involve de-installing existing P-8A airframe, mission systems and wiring, receiving, handling, and installing complex Government furnished modification A and B kits  (i.e., aircraft and mission systems, fiber-optics cables, antennas), conducting necessary post-installation verifications and checkout with government furnished combat systems software media, and ensuring aircraft return-to-service protocols are met. 4.0 CAPABILITY STATEMENT REQUIREMENTS Interested parties are requested to submit a Capability Statement addressing their ability to meet the requirements outlined above. Each respondent is advised against submitting a Capability Statement that merely mimics information in this Notice, provides brochure-like information, or provides general information. Aside from the P-8A Capabilities Questionnaire below, each Capability Statement package shall be no more than 15 single-spaced, 8.5 x 11 inch pages using 12 point Times New Roman font minimum. The Government requests that respondents deliver completed P-8A Questionnaires and Capability Statements electronically via e-mail with proper data markings for unclassified and proprietary information. Classified material SHALL NOT be submitted. In order to complete its review, NAVAIR must be able to share a respondent’s completed questionnaire and Capability Statement both within the Government and with covered Government support contractors as defined in DFARS clause 252.227-7015 Technical Data--Commercial Items (FEB 2014). Any completed questionnaire and/or capability statement marked in a manner that will not permit such review will not be assessed or considered. All submissions must include a statement clearly allowing the information to be disclosed with covered Government support contractors. Information submitted in response to this notice is submitted at no cost to the Government and will not be returned. The Government is under no obligation to provide responses or comments to the information received from interested persons, but may request additional information following review. Please note that under a Small Business Set-Aside, the small business prime must perform at least 50% of the work themselves in terms of cost of performance. Cost of performance includes direct labor costs, overhead that has only direct labor as its base, and the small business’ General & Administrative rate multiplied by the labor cost. The small business prime cannot utilize the cost performance of other small businesses it utilizes as subcontractors in calculating its performance to comply with FAR Clause 52.219-14. If the prime is a joint venture, the cost of performance by both small business concerns is utilized in calculating its performance to comply with FAR 52.219-14.
