Page 2 of 2 This is a combined synopsis/solicitation announcement for commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) in Federal Acquisition Regulation (FAR) subpart 12.202, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, and supplemented with additional information. This announcement constitutes the only solicitation to request quotes. Written solicitation will not be issued. A firm-fixed price purchase order is anticipated. The Veterans Integrated Service Network (VISN) 20 Biomedical Engineering Department responsible for eight Health Facilities and their surrounding clinics wishes to establish a firm-fixed-price contract to accomplish corrective maintenance (CM) and pending preventative maintenance (PM) on various types of medical equipment. The contract will include a fixed labor rate and fixed overtime rate for a Biomedical Engineering Technician (BMET) as well as travel to be reimbursed pursuant to government per diem (see https://www.gsa.gov/travel/plan-book/per-diem-rates ). The period of performance for this requirement is 12 months with the anticipated start date of 8/1/2026. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01 effective March 13, 2026. This RFQ number 36C26026Q0785 and is issued as unrestricted and the Government anticipates awarding a firm-fixed price contract.
The associated North American Industrial Classification System (NAICS) code for this procurement is 811210, Electronic and Precision Equipment Repair and Maintenance with a small business size standard of $34M.

__________________ STATEMENT OF WORK - BIOMEDICAL ENGINEERING CONTRACTOR SUPPORT 1. PLACE OF PERFORMANCE. Attachment A lists possible sites where work may be performed. The Government retains the right to add or subtract locations as needed via modification to the contract. 2. HOURS OF PERFORMANCE. Normal working hours will be 7:30 am to 4 pm, Monday-Friday, excluding federal holidays, although there may be some work hour flexibility. Occasional overtime may be needed and will be billed at the agreed upon rate. Contractor hours will be monitored by the Contracting Officer Representative (COR) and verified prior to billing and payment.
3. LIST OF EQUIPMENT. Attachment B lists equipment supported under this contract. The Government retains the right to add or subtract equipment as needed via modification to the contract. 4. CONTRACTOR RESPONSIBILITIES:
4.1 Dispatch Biomedical Engineering Technician (BMET) to provide preventive maintenance (PM) and corrective maintenance (CM) repairs on equipment identified by the COR, using accepted repair practices (typically the Original Equipment Manufacturers (OEM) procedures) while maintaining high standards of equipment performance and safety. 4.2 Accomplishes work in a timely manner within an established framework of policies/guidelines. All efforts shall be made to meet an average corrective maintenance turn-around time of 8 days from the VA initiated work order to the completion of the work order by the Contractor. The COR or Facility POC will notify the Contractor by the end of the preceding month that Contractor support is required for PM services in the following month. The Contractor shall ensure all scheduled PM services are completed prior to the 15th day of the scheduled month. If PM services cannot be completed prior to the 15th day of the scheduled month due to equipment not being located or in use, the Contractor shall have until the end of the scheduled month to complete the PM services. If at the end of the month, the Contractor still cannot complete the PM, all efforts to complete the PM shall be documented on a field service report.
4.3 Contractor shall provide one phone number, which is manned 7:30 to 4:00 pm Pacific Time.
5. DOCUMENTATION REQUIREMENTS: The COR may determine more frequent submittals may be required and will inform the contractor of such.
