Port Lavaca Lawn Care

This is a combined synopsis/solicitation for services prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; proposals are being requested and a written solicitation WILL NOT be issued. The solicitation number is  70Z02926QNEWO137 This combined synopsis constitutes a solicitation and incorporates provisions and clauses. This acquisition is Total Small Business Set Aside.  The NAICS is 561730. The PSC is S208. The contract type will be a firm fixed price service contract. The government proposes to solicit from the attached performance work statement.  Federal Acquisition Regulation (FAR) Clauses and Department of Labor Wage Rates for Services are included in this order and are applicable. Vendors doing business with the Coast Guard must be registered or be willing to register with the System Award Management at www.SAM.gov. This solicitation will result in a Firm-Fixed Price Service Contract awarded to the offeror with the Lowest Price/Technically Acceptable. Offerors must be actively registered in System for Award Management. Evaluating Factors:  Price      Past performance      Technical Capability The Government will evaluate the past performance of each offeror to determine the degree of confidence that the offeror will successfully perform the contract requirements. Evaluation will consider the relevance, quality, and timeliness of prior work as demonstrated through submitted references and independent government sources. Offerors with no relevant past performance will receive a neutral rating. Past performance will be rated and factored into the overall evaluation as specified in the solicitation. Offerors, if they wish, can also provide information on problems encountered on the identified contracts and the offeror’s corrective actions. The Government shall consider this information, as well as information obtained from any other sources, when evaluating the offeror’s past performance. The source selection authority shall determine the relevance of similar past performance information. United States Coast Guard Base New Orleans, LA is accepting proposals for qualified individuals or firms to provide grounds maintenance to 7 US Coast Guard Owned Housing units in Port Lavaca, TX 77979.  It is mandatory to examine the Performance Work Statement and recommended to visit the facility as per FAR 52.237-1 to take field measurements, evaluations, etc., and become familiar with existing conditions under which the work will be performed. After the award of contract, a pre-conference will be held prior to starting the work. Please see the attached Performance Work Statement for specifications of work. Locations are below: a. 2105 Jackson St, Port Lavaca, TX 77979 – 10,319 sq. ft. b. 2107 Jackson St, Port Lavaca, TX 77979 – 10,319 sq. ft. c. 1711 Jackson St, Port Lavaca, TX 77979 – 10,495 sq. ft. d. 1712 Jackson St, Port Lavaca, TX 77979 – 9,962 sq. ft. e. 817 Westwood St, Port Lavaca, TX 77979 – 8,616 sq. ft. f. 1002 Westwood St, Port Lavaca, TX 77979 – 8,882 sq. ft. g. 1121 Brookhollow St, Port Lavaca, TX 77979 – 10,202 sq. ft. This will be a Base plus 4 option year Contract. Base Year: 01 JUL 2026 -30 JUN 2027 Option Year 1: 01 JUL 2027 -30 JUN 2028 Option Year 2: 01 JUL 2028 -30 JUN 2029 Option Year 3: 01 JUL 2029 -30 JUN 2030 Option Year 4: 01 JUL 2030 -30 JUN 2031 Provide a price for the base year and all option years. FAR 52.237-1 -- Site Visit. Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
