The Naval Air Warfare Center Training Systems Division (NAWCTSD) is proceeding with a sole-source contract with Wartsila Defense, Inc. to modify the DDG-1000 Full Mission Bridge training device at the Zumwalt Training Facility in San Diego, California. Full Description

The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to negotiate, on a sole source basis, a contract for modifications to the DDG-1000 Full Mission Bridge (FMB) training device located at the Zumwalt Training Facility (ZTF), San Diego, California. The proposed effort includes the following Technical Equipment Change Requests (TECRs): TECR – Model Update TECR – Student Role-Based Access (Cybersecurity) The contract is planned for Wartsila Defense, Inc. dba Defense Maritime Solutions (DMS), operating under CAGE Code 0EYA6. Under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Ongoing market research performed by the Government indicates that Wartsila originally developed and integrated the DDG-1000 Full Mission Bridge trainer and maintains the customized NAVI-PRO baseline, associated source code, software interfaces, vessel models, and configuration management history required to perform the proposed modifications. The Government is not aware of any other source possessing the proprietary software knowledge, source-code access, customized baseline familiarity, and integration history necessary to perform the required modifications without substantial duplication of cost, schedule delay, or technical risk. A single award is anticipated upon completion of acquisition planning and approval actions.
