Solicitation Defense Logistics Agency (DLA)B100 CDC Repairs In accordance with executive order 14721 which requires agencies to procure commercially available products and services to the maximum extent practicable, this is a solicitation for commercially available services prepared in accordance with the format in FAR Part 12, and supplemented with additional information included in this notice The solicitation number SP4703-26-Q-0050 is issued as a request for quotes (RFQ). The resulting contract will be a firm-fixed price award with an expected Period of Performance of 90 days from the issuance of the Notice to Proceed. This acquisition is set-aside for 100% small businesses. The North American Industry Classification System (NAICS) Code is 236220 (Office Buildings). The small business size standard is $45M. Department of Labor Wage Determination based on location of the service provided (Chesterfield County, VA). Partial proposals will not be accepted. For an offer to be considered for award, the contractor must own, possess, or otherwise control a bona fide place of business from which mobilization occurs within 120 miles of DSCR. A bona fide place of business refers to a location where the offeror regularly maintains an office with at least one full-time employee. The offeror must include the address of this location in its bid. OBJECTIVES: The primary objective of this project is to enhance the safety, accessibility, and functionality of the Child Development Center's (CDC) exterior areas. This will be achieved by replacing deteriorated concrete surfaces, repairing uneven walkways, and improving the clarity and organization of the parking lot. BACKGROUND: The existing concrete slabs in the playground, along with certain walkway sections, have become deteriorated and uneven over time, posing significant trip hazards for children and staff. The wooden grate shown on the walkway is not a suitable long-term solution. Furthermore, the parking lot striping has faded, causing confusion and improper use of designated spaces. This project will address these deficiencies to ensure a safe and compliant environment for all users of the facility. SPECIFIC REQUIREMENTS: The project requires the replacement of approximately 1800 SF concrete slabs in the playground area. Remove and replace the wooden grate section in the walkway with concrete. Picture is provided at the end of document. All concrete work is to be completed in accordance with American Concrete Institute (ACI) standards. The Child Development Center operates from 6:00 AM to 6:00 PM, Monday through Friday. All work will be completed during these hours. The blacking out and re-stripping of the parking lot must be performed during the weekend (Saturday and Sunday) to avoid conflict with facility traffic. Saw cut the perimeter of existing 4" thick WWF-reinforced concrete to be removed. Use of a wet concrete saw is required; The contractor may utilize the exterior hose bibb for water supply. Prior to use, the contractor must furnish and install an approved hose connection vacuum breaker (backflow prevention device) on the hose bibb. Reference Statement of Work (SOW) for additional work scope and details. Award will be made to the lowest priced, technically acceptable (LPTA) offeror that meets the requirements stated in the Statement of Work and the solicitation. Also refer to clauses and provisions includes in this notice. Past performance will be considered a part of Technical Acceptability, and the Contracting Officer will pull contractor data from CPARS and SPRS. The contractor must be registered in the System for Award Management (SAM) prior to award. If not already registered in SAM, go to the SAM website www.sam.gov to register prior to submitting your quote. Site visit will be held at Building 100 on June 11, 2026 at 1000.
