Statement of Work K9 Transport System Installation 1.0 PROJECT TITLE K-9 Transport Vehicle Custom Fabrication and Electronics Upfitting for Government-Furnished 2025 Ford Expedition (VIN: 1FMJU1G81SEA37022). 2.0 BACKGROUND Strategic Weapons Facility Pacific (SWFPAC) requires a fully integrated, safe, and secure canine transport vehicle to support military working dog (MWD) operations. To ensure the safety of both the canine and the handler, a standard passenger SUV must be heavily modified with specialized climate control telemetry, mechanical egress overrides, and a heavy-duty physical containment kennel. 3.0 GOVERNMENT-FURNISHED EQUIPMENT (GFE) VEHICLE The Government will furnish the following equipment to the Contractor’s facility (see paragraph 6.0 below for contractor facility requirements) for the performance of this contract: One (1) 2025 Ford Expedition (GFE Vehicle) (VIN: 1FMJU1G81SEA37022). The GFE vehicle will be delivered to the Contractor's designated facility in a clean, working condition. 4.0 SCOPE OF WORK The Contractor shall furnish all labor, materials, equipment, and technical expertise necessary to procure, deliver, install, and test a K-9 transport system and integrated electronics suite. The installation shall be performed on a GFE vehicle. The scope of the work includes the physical interior fabrication, window containment barriers, dual-ventilation mechanics, electronic climate-monitoring alarm telemetry, and a remote-controlled mechanical emergency door-release system. 5.0 TECHNICAL SPECIFICATIONS & REQUIREMENTS 5.1 Physical Containment Insert (CLIN 0001) The Contractor shall provide and install a heavy-duty, rattle-free aluminum K-9 containment insert designed specifically for a 2025 Ford Expedition. The insert must feature a front partition with a sliding polycarbonate front window to maintain handler-to-canine visibility, and include a removable, heavy-duty, non-slip black rubber floor mat. 5.1.1 Must include: Material: Fabricated from heavy-duty, corrosion-resistant aluminum. Construction: Must feature smooth, rounded edges and tight seams to prevent injury and eliminate catch/chew points. Access Door: Incorporate a front-facing, full-width sliding door with a secure latching mechanism. Visibility: The front partition must include a scratch-resistant polycarbonate window to maintain handler-to-canine visibility. Flooring: Include a one-piece, heavy-duty, non-slip, removable rubber mat for the entire floor surface. Ventilation: The ceiling must be perforated or vented to allow for airflow from the vehicle's OEM climate control system into the kennel. 5.2 Window Guards / Barriers (CLIN 0002) The Contractor shall provide and install a heavy-duty aluminum interior window screens designed specifically for the rear passenger doors of a 2025 Ford Expedition. The barriers must feature a high-airflow design that allows maximum vehicle ventilation while strictly preventing canine egress or external interference. 5.2.1 Must include: Material: Fabricated from heavy-duty aluminum. Design: Must feature a high-airflow slotted or bar design that allows maximum ventilation while preventing canine egress or external interference. Integration: Must be designed to allow for the bolt-on mounting of an auxiliary exhaust fan. 5.3 Heat Alarm & Egress System (CLIN 0003) The Contractor shall provide and install a dual-sensor, microprocessor-controlled temperature monitoring and emergency egress system. The system must include real-time digital cabin temperature monitoring, automatic dual-window drop activation, vehicle visual/audio alarm triggers (horn/lights), a long-range wireless handler pager transmitter, and a heavy-duty solenoid-actuated mechanical door-release mechanism (door popper). 5.3.1 Must include: Monitoring: Must include a microprocessor-controlled unit with at least two (2) remote temperature sensors to monitor the internal kennel environment in real-time. Alarms: Upon exceeding a preset temperature threshold (not to exceed 85°F), the system must automatically trigger the vehicle’s horn and flash the emergency lights. Handler Alert: Must include a long-range wireless transmitter that sends an immediate alert to a handler-carried pager or remote receiver upon alarm activation. Automatic Response: The system must automatically lower both rear passenger windows upon alarm activation to initiate emergency cross-ventilation. Emergency Egress: Must include a remote-actuated, heavy-duty solenoid system ("door popper") that can unlatch a rear passenger door upon command from the handler's remote transmitter. 5.4 Auxiliary Ventilation Fan (CLIN 0004) The Contractor shall provide and install a high-output, minimum 10-inch auxiliary ventilation fan designed for vehicle mounting.
