Full Description
The IIIAC has a requirement for the procurement of two (2) Creaform HandySCAN Pro (Brand Name Only), along with required software licenses, calibration accessories, and initial operator training. The Government's overarching need is to establish an organic, point-of-need metrology and reverse-engineering capability to rapidly digitize legacy components. The required hardware must utilize blue laser triangulation technology capable of capturing complex metallic surfaces with a volumetric accuracy of up to 0.020 mm + 0.060 mm/m. The system must feature a highly portable footprint (weighing under 1.0 kg). Crucially, the associated processing software must be fully functional offline within secure environments, requiring no continuous internet connection. Furthermore, the system must be 100% interoperable with existing hardware and Technical Data Packages (TDPs) currently utilized by sister depots to ensure the seamless sharing of 3D point cloud data without incurring data-translation errors. (ii) Procedures for Award & Anticipated Date: This requirement will be solicited using the commercial product acquisition procedures of RFO FAR Part 12. The Government anticipates issuing a formal Request for Quotations (RFQ) directly to at least three vendors on or about 01 July 2026, with an anticipated award date on or about 8 July 2026. Award will be made on a competitive basis to the responsible vendor whose quotation conforms to the solicitation and provides the most advantageous overall value to the U.S. Government. Quotes will be evaluated based on the following criteria: Technical Acceptability: The vendor must demonstrate the ability to provide the exact Creaform HandySCAN Pro (Brand Name Only) model, including the associated offline software (VXelements), manufacturer warranty, and on-site training/support. OEM Certification: The vendor must provide verifiable documentation (e.g., a letter from the manufacturer) confirming they are an Authorized Value-Added Reseller (VAR) or distributor for Creaform products, ensuring the Government receives full OEM support and warranties. Past Performance: The vendor must provide a brief statement of past performance or references demonstrating a history of successfully delivering similar metrology equipment and training to Government or commercial clients. Price: The total evaluated cost must be determined fair, reasonable, and the most advantageous to the U.S. Government. Please note: This is a Presolicitation notice only.
