Solicitation Amendment #1 During the award evaluation phase of the initial proposals the Government determined that no technically acceptable bids were received. The purpose of this modification is to highlight key requirements to increase the potential for receiving technically acceptable proposals. The Government has: Clarified Critical Requirements for Technical Acceptability Clarification of Critical Requirements for Technical Acceptability To be considered technically acceptable, offerors must ensure their proposals explicitly and verifiably address the following critical items. The Government is reiterating that vendors should pay close attention to these components in order to increase the chances of submitting an acceptable proposal. Past Performance (Fixed Fire Systems & Clean Agents) CRITICAL REQUIREMENT:  Offerors must submit evidence of past work performance servicing fixed fire systems aboard any state or federal government assets. Additionally, proposals must explicitly include evidence of past work performance servicing clean agent (FM200) systems. Proposals lacking this past performance documentation will be considered technically unacceptable. Subcontractor Identification & Capability Offerors must explicitly identify if they intend to use a subcontractor to fulfill the requirements of the SOW. If subcontracting, the offeror must provide a statement of capability for all subcontractors to verify they are fully qualified to perform the required work. Confirmation of Period of Performance (POP) The proposal must include a clear, affirmative statement confirming their availability and that the Period of Performance (POP) as listed in the SOW can and will be met. Instructions to Offerors: All other terms and conditions of the original solicitation remain unchanged. If a previous proposal was submitted by the first closing window and no response or revised proposal is received from the bidder on this amendment, the original proposal will be deemed final and binding and evaluated as-is. It is the sole responsibility of the interested party to monitor the solicitation for all modifications. The new closing date for this solicitation is  Wednesday, 22 June 2026, 1300 PM EST . Proposals must be received by this deadline to be considered. CGC Frederick Mann – FM200 & Galley Hood Inspections This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information in this notice. This solicitation is issued as a Request for Quote Number 52000QR260025236. This procurement will be processed in accordance with FAR Part 12. The North American Industry Classification System (NAICS) is 811310. The small business size standard is $12,500,000. This is a total small business set aside all responsible small business sources may submit proposals that will be considered. This synopsis/solicitation is issued pursuant to FAR 13.106-1(b), and the resultant purchase order will be awarded on a firm-fixed price basis using simplified acquisition procedures in accordance with FAR 13. THE UNITED STATED COAST GUARD SURFACE FORCE LOGISTICS CENTER REQUEST THE CONTRACTORS TO PROVIDE PRICING FOR THE FOLLOWING REQUIREMENT: The contractor shall provide inspection and testing for the installed fire suppression systems IAW SOW and standard maintenance procedures (MPCs) A. REQUIREMENT: 1. CGC Frederick Mann FM200 and Galley Hood Inspections. See Attached SOW. 2. Location of Performance USCG Base Kodiak 614 Seafarer Dr Kodiak, AK 99615 3. REQUIRED PERIOD OF PERFORMANCE:  POP Availability Window: 01 July – 31 July 2026 The Contractor shall contact the Cutter POC upon contract award and no later than 5 calendar days prior to the start of the availability window to finalize the exact dates and duration of the service visit. Email: Alex.s.hannemann@uscg.mil Interested Vendors shall provide product/service details, Product Data Sheet, and cost breakdown IAW SOW for technical review.  Vendors shall provide a detailed cost breakdown to include all the specifications to be reviewed by a technical rep. NOTE: The USCG/Government reserves the right to Award on an All or None Basis, i.e., the Government may issue a Purchase Order (PO) to the offeror that submits the lowest aggregate price, rather than issue a PO to each offeror based on the lowest quotation on each item. As stated below, the provision at FAR 52.212-2- Evaluation-Commercial Items-applies with the following addenda: Award of a contract will be based on the following criteria: The purchase order will be awarded as a firm-fixed price contract using simplified acquisition procedures in accordance with FAR Part 13.5.        1.
