Full Description
The Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, California (CA) intends to award a contract modification to extend the ordering period on a sole source basis per 10 U.S.C. 3204(a)(1) which states the head of an agency may use procedures other than competitive procedures only when the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency (see also FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements) to Raytheon Company, 200 E. El Segundo Blvd., El Segundo, Ca 90245. NAWCWD intends to increase the Level of Effort (LOE) hours and cost to fulfill the period of performance (POP) authorized within contract N6893621D0009 for systems and software engineering services for the full life cycle of the ALQ-249 Next Generation Jammer (NGJ) and Advanced Electronic Warfare (EW) subsystem. In accordance with FAR 6.103-1(b), only Raytheon Company is capable of fulfilling this requirement as substantial duplication of cost to the Government is not expected to be recovered through competition, and to do otherwise would cause unacceptable delays in fulfilling agency and fleet requirements. INTRODUCTION The NAWCWD Airborne Electronic Attack Integrated Product Team (AEA IPT) is requesting information and conducting market research to identify and determine if there are potential sources which have the capabilities to provide engineering and test support services for the ALQ-249 NGJ currently in development for the Navy EA-18G aircraft. This is not a Request for Proposal (RFP) or solicitation to do business with the Government. There is no solicitation package available at this time. PROGRAM BACKGROUND The AEA IPT has a requirement to provide engineering and test support services for the ALQ-249 NGJ currently in development for the Navy EA-18G aircraft. The contract scope includes domestic, foreign military sales (FMS), and foreign/domestic cooperative development efforts. The proposed modification will continue to provide for H16/H18/H20/H22 software support for NGJ pod and integration including requirements analysis, design, development, integration, testing, training, and tools related to and in support of ALQ-249 and advanced EW initiatives by providing: 1. Program Management 2. Systems Engineering 3. Software Development 4. Test and Evaluation 5. On-Call Field Engineering Services 6. Jammer Techniques and Tactics Development 7. Training 8. Fleet Support 9. Laboratory Support In order to ensure continuous development of advanced AEA capabilities and meet vital “Speed to Fleet” initiatives, this requirement demands intimate knowledge of the NGJ-MB (ALQ-249) system’s complex hardware and software interoperability – an expertise possessed solely by Raytheon as the Original Equipment Manufacturer (OEM). Key to maximizing warfighter capabilities and neutralizing rapidly evolving threats for the Navy EA-18G aircraft, only the OEM can seamlessly integrate ongoing enhancements and provide highly specialized test, engineering, and jamming technique support. Failure to secure these services from the OEM will result in an unacceptable delay, directly impacting mission readiness for Fleet squadrons, and jeopardizing cooperative U.S. and Australian defense projects. REQUIRED CAPABILITIES 1. Program Management: Provide comprehensive technical, engineering, and administrative support, including planning, visual aid development, reporting, and participation in relevant DoD and contractor meetings to facilitate data gathering, project tracking, and program development decisions. 2. Systems Engineering: Support for hardware, software, and firmware encompassing conceptual analysis, design, integration, and risk management while actively developing, tracking, and evaluating Engineering Change Proposals (ECPs) and Technical Directives (TDs). 3. Software Development: Full-lifecycle software and firmware engineering encompassing requirement analysis, development, integration, maintenance, and quality management in accordance with the Naval Systems Engineering Guide and specific Software Development Plans (SDPs) to support both existing and conceptual laboratory and avionics systems. 4. Test and Evaluation: Comprehensive testing, integration, and simulation events across laboratory, ground, and flight environments, providing required subject matter expertise and maintaining all necessary test assets to verify compliance with system specifications. 5. On-Call Field Engineering Services: On-call field technical services including system installation, integration, maintenance, troubleshooting, testing, training, and the documentation of all activities and results in comprehensive trip reports. 6.
