Summary

NIST is seeking two ultra-low-noise laser systems for nonlinear integrated photonics research in quantum sensing and timekeeping. The lasers must support 1550 nm operation, high output power, very narrow linewidth, low relative intensity noise, tunability, modulation inputs, benchtop control electronics, and warranty coverage. The notice requires new, authorized equipment with original documentation and software.

Full Description

***THIS IS A SOURCES SOUGHT NOTICE*** BACKGROUND The research work of the Microsystems and Nanotechnology Division includes the development of nonlinear integrated photonics devices for applications in quantum sensing and timekeeping. To support this research, a mode-locked laser source is required. This system must have adequate pulse power and pulse duration to drive nonlinear processes and must have low enough noise and fast enough actuation mechanisms to enable its stabilization. The North American Industry Classification System (NAICS) code for this acquisition is 334516 Analytical Laboratory Instrument Manufacturing.  The Contractor shall provide a ultra-low-noise laser systems. This system must meet or exceed the technical specifications listed below. All items must be new.  Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered.  The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable.   All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable. Technical Specifications: Two ultra-low-noise laser systems must be provided. The center wavelength of each laser must be at 1550 nm (+/-15 nm). Stronger consideration will be provided if the lasers can reach the wavelength of 1556.2 nm. The output power of each laser must be >100 mW, measured at the laser output The Lorentzian linewidth (e.g., the fundamental linewidth) of each laser must be <250 Hz The relative intensity noise (RIN) of each laser, measured at 10 MHz offset from the carrier must be, <-155 dBc/Hz The sidemode suppression ratio of each laser must be >60 dB Each laser must come with an output isolator provided at least 25 dB of isolation Each laser must come with the ability to tune its center wavelength by at least 25 pm Each laser must admit external AC and DC modulation of the laser current and slow modulation (e.g., DC to 1 Hz) of the laser temperature. The AC modulation bandwidth for the laser current must be at least 20 MHz.  Each laser must come in a benchtop housing that provides all electronics for control of laser temperature and current to achieve the specified performance above. Each benchtop housing must come with its own DC power supply that is fed by a standard 110 V wall outlet. The laser output of each laser must be either a bulkhead FC/APC connector (attached to a polarization maintaining fiber in the laser housing interior) or pigtailed polarization maintaining optical fiber with FC/APC connector. Each laser system must come with at least a 12 month warranty HOW TO RESPOND TO THIS NOTICE In responding to this notice, please DO NOT PROVIDE PROPRIETARY INFORMATION. Please include only the following information, readable in either Microsoft Word 365, Microsoft Excel 365, or .pdf format, in the response: Submit the response by email to the Primary Point of Contact and, if specified, to the Secondary Point of Contact listed in this notice as soon as possible, and preferably before the closing date and time of this notice.  Please note that to be considered for award under any official solicitation, the entity must be registered and “active” in SAM at the time of solicitation response. Provide the complete name of your company, address, name of contact for follow-up questions, their email, their phone number and, if your company has an active registration in https://sam.gov, your company’s Unique Entity ID (UEI). Identify the equipment that your company sells that can meet the objectives addressed in the BACKGROUND section of this notice.  For each product recommended to meet the Government’s requirement, provide the following: Manufacturer name Model number Technical specifications Country of Manufacturing If your company is not the manufacturer, provide information on your company’s status as an authorized reseller of the product(s) Describe performance capabilities of the product(s) your company recommends to meet the Government’s requirements.  Additionally, if there are other features or functions that you believe would assist NIST in meeting its objectives described above, please discuss in your response. Discuss whether the equipment that your company sells and which you describe in your response to this notice may be customized to specifications and indicate any limits to customization. Identify any aspects of the NIST market research notice, including instructions, and draft minimum specifications in the BACKGROUND section you cannot meet and state why.  Please offer suggestions for how the market research notice and draft minimum specifications could be made more competitive. State whether the proposed equipment is manufactured in the United States and, if not, state the name of the country where the
