St. Elizabeths Gate 7 Parking Garage Construction Services Sources Sought Notice This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. Per Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses do not affect a potential offeror's ability to respond to any future synopsis/solicitation. The Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding to this notice. This notice is a market survey being conducted solely to determine whether there are adequate Small Business contractors for the following proposed procurement. The U.S. General Services Administration (GSA), Public Buildings Service Capital Projects Division is seeking information on technically capable, and otherwise responsible, general contractors for the anticipated solicitation. Executive Summary The U.S. General Services Administration is conducting market research to determine: (1) whether there are adequate Small Business, HUBZone small business, Women-Owned small business, Service-Disabled Veteran-Owned small business, or other socioeconomic category contractors capable of performing the construction services for the requirement described herein; (2) whether adequate competition exists to support a potential set-aside or other small business acquisition strategy; and (3) whether there are qualified construction contractors, including large and small businesses, capable of performing the project within the required schedule, security, technical, and performance constraints. GSA is seeking responses from all qualified and interested sources, both large and small businesses, capable of providing construction services for the new Gate 7 Parking Garage at the St. Elizabeths West Campus in Washington, DC. The project will be procured as a Design-Bid-Build construction project. The design is being completed separately by GSA’s Architect of Record, ZGF. The construction solicitation will be based on Issued for Construction drawings, specifications, and related contract documents. AECOM is providing Construction Management and Construction Administration support to GSA. This Sources Sought Notice is intended to identify firms with the experience, bonding capacity, staffing, management capability, technical expertise, and past performance necessary to construct a major parking facility within an active, high-security Federal campus and National Historic Landmark. The anticipated construction scope includes, but is not limited to, site development, grading, excavation, utility relocations and connections, foundations, retaining walls, parking garage structure, associated surface parking, mechanically ventilated parking garage systems, classical brick façade and exterior envelope with openings, elevators, fire protection, fire alarm, electrical, mechanical, plumbing, IT, telecommunications, electronic security, access control, closed-circuit television system, parking guidance, vehicle barriers, gates, bollards, credentialing and screening-related infrastructure, stormwater management, erosion and sediment control, landscaping, site lighting, signage, testing, inspections, commissioning support, training, as-built documentation, warranties, and closeout services. [Construction will require careful coordination with ongoing campus operations, controlled site access, badging, escorting, delivery screening, limited staging and contractor parking, existing utilities, shuttle operations, adjacent occupied facilities, and protection of historic and environmental resources. Any resultant contract shall adhere to applicable GSA requirements, including the 2025 PBS Core Building Standards, applicable Building Information Modeling, COBie, PBS CAD, safety, security, sustainability, stormwater, commissioning, and closeout requirements, as well as applicable DHS campus security and operational requirements. Period of Performance: The anticipated construction duration is approximately eighteen (18) months from construction Notice to Proceed. Project Funding: The estimated cost of construction ranges from $120 million to $140 million for the base contract. Size Standard: The applicable NAICS code for this requirement is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $45 million in average annual receipts.
