The Portfolio Acquisition Executive (PAE) Undersea, managed through the Direct Reporting Program Manager (DRPM) Submarines intends to issue a solicitation for continued support of operation and maintenance of the U.S. Navy Submarine Rescue System (SRS) which will transition to an International Association of Classification Societies (IACS) commercial classification system as directed by Director, Undersea Warfare Division (OPNAV N97). The SRS is a highly portable and mobile submarine rescue and recompression system capable of transferring personnel from a Distressed Submarine (DISSUB) under pressure from depths up to 2,000 feet seawater. The U.S. Navy SRS is composed of the Pressurized Rescue Module System (PRMS), the Submarine Decompression System (SDS), the Assessment/Underwater Work System (AUWS) and other critical ancillary support equipment. The Submarine Rescue Operations Maintenance Contractor (SROMC) is responsible for: maintaining all systems in a constant high state of readiness; providing appropriate and sufficient personnel and services necessary for the engineering, management, technical and logistic support, mobilization, deployment, operation, storage, and repair; and maintenance of the SRS on a 24-hour-per-day, 7-day-a-week basis. The Government will rely and follow applicable federal procurement rules and regulations including the Federal Acquisition Regulation (FAR), Revolutionary FAR Overhaul (RFO), Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS) for the planned acquisition. PAE Undersea/DRPM intends to solicit this requirement as a full and open competition. A solicitation is expected to be released on or around November 2026. The contemplated contract will include one base year with four option years, for a total of 60 months if all options are exercised. The contract type is anticipated to be a Cost-Plus-Fixed-Fee (CPFF) Level of Effort and Cost only. All responsible sources may submit a proposal, which shall be considered by the Navy. The Navy plans to issue a solicitation electronically via Procurement Integrated Enterprise Environment (PIEE) and prospective offerors must comply and follow the instructions in the solicitation. Interested offerors are hereby encouraged to monitor PIEE and www.SAM.gov for the anticipated release of the solicitation, and any associated amendments. Offerors must be registered in the System for Award Management (SAM) to be eligible for award. This synopsis is hereby issued in accordance with RFO 5.101(c) and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. The Government is not accepting proposals as a result of this synopsis. The Government will not reimburse for any costs or expenses associated with questions submitted or information provided in response to this notice. The Government intends to host a site visit to discuss operations, maintenance, and modernization of the U.S. Navy?s SRS. A special notice with additional information and details will be issued electronically via PIEE and www.SAM.gov.
