The General Services Administration (GSA), Public Buildings Service (PBS), intends to issue a Request for Proposal (RFP) for a single firm fixed-price construction contract. This procurement encompasses the comprehensive renovation of The Sheridan Building, a residential facility situated within the Armed Forces Retirement Home (AFRH) campus in Washington, DC. Project Scope and Location The contract obligates the selected contractor to provide all requisite management, labor, materials, equipment, and transportation for the general construction and renovation of the residential building. Location: The Sheridan Building, located at 3700 N Capitol Street NW, DC 20011, is integral to the 272-acre Armed Forces Retirement Home campus. Building Details: Constructed in 1962, the eight-story facility encompasses 387,350 square feet. It presently serves as the primary dormitory for independent and assisted living residences. Historic Status: The AFRH campus is designated as a historic district on the National Register of Historic Places, any construction activities potentially affecting The Sheridan Building area are subject to historical preservation review. Renovation Outcome: Following the renovation, the building is projected to contain approximately 354 residential spaces complemented by amenities. Resident rooms will range from approximately 450 to 750 square feet and will incorporate kitchenettes, ADA-compliant bathrooms, living space, and bedrooms (where applicable). The overarching objective is to establish an appealing residential building to effectively attract and retain future veteran retirees. Period of Performance: 655 calendar days after receipt of Notice to Proceed (NTP) and 540 additional calendar days after receipt of Notice to Proceed (NTP) if Options are awarded. Estimated Construction Cost: $160,000,000.00 - $190,000,000.00.  Procurement Information Anticipated Solicitation Issuance: The solicitation is anticipated to be released on or about June 15, 2026. Pre-proposal Meeting/Site Visit: A meeting will be formally conducted; the precise date and time will be detailed within the solicitation package. Interested firms are strongly encouraged to attend. Second Site Visit: A second site visit will be conducted as needed. Solicitation Closing: The closing date for proposals will be thirty (30) calendar days subsequent to the issuance of the solicitation package. The definitive date and time will be formally identified in the solicitation. Anticipated Award Date: The Award is anticipated to be made on or about 11/20/2026 Selection Process: The process will adhere to the Federal Acquisition Regulation (FAR) Part 15 source selection procedures. The procurement will be conducted using best-value tradeoff procedures. All technical evaluation factors, when combined, are significantly more important than price. Project Labor Agreement (PLA) Requirement This procurement mandates the implementation of a Project Labor Agreement (PLA) due to its classification as a large-scale construction project (exceeding $35 million). A PLA is defined as a pre-hire collective bargaining agreement (as stipulated in FAR Subpart 22.5) that establishes the terms and conditions of employment specific to this construction project. All required PLAs must incorporate the following mandatory provisions: Binding all contractors and subcontractors involved in the project to the terms of the agreement. Permitting all contractors and subcontractors to compete for work irrespective of their affiliation with pre-existing collective bargaining agreements. Providing explicit guarantees against job disruptions, including strikes and lockouts. Establishing effective, prompt, and mutually binding procedures (e.g., grievance/arbitration) for the resolution of labor disputes. Instituting mechanisms for formal labor-management cooperation concerning mutual interests, including but not limited to productivity, quality of work, safety, and health. Specifying the wages and fringe benefits for all classifications or crafts engaged in the work. Ensuring full conformance to all applicable statutes, regulations, Executive Orders, and Presidential Memoranda. Mandating the involvement of one or more labor organizations in the execution of the construction work.
