SOLICITATION DOCUMENT RFQ #FA487726QA119 Voodoo-S Thermal Sight with IR Laser Pointer i. This is a solicitation for commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12, as supplemented with additional information included in this notice. ii. Solicitation FA487726QA119 is issued as a Request for Quotation (RFQ) and additional written solicitation will not be issued. iii. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2026-01, effective 13 March 2026. Included DFARS provisions and clauses are those in effect as of 07 May 2026. Included DAFFARS provisions and clauses are those in effect as of 16 October 2024. Finally, Revolutionary FAR Overhaul (RFO) updates and R-DFARS deviations applicable to this solicitation are dated on or after 2/01/2026. iv. This solicitation is being issued utilizing Total Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement 333310-Commercial and Service Industry Machinery and has a business size standard of 1,000 Employees. v. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. vi. Davis-Monthan Air Force Base intends to award a firm-fixed price contract for the following: CLIN 0001-  Voodoo-S Thermal Sight with IR Laser Pointer (Item # 66-00100) vii. The government will place an order with the offeror whose quote meets the lowest price and technical acceptability. Technical acceptability is defined and referred to within this solicitation document as the offeror’s capability statement to meet the defined salient characteristics of the product or service. viii. Important Dates/Times (All times are Pacific Daylight Time) a. All questions must be submitted via email no later than 16 June 2026 @12:00pm PDT. b. All quotes must be submitted via email no later than 17 June 2026 @12:00pm PDT. ix. It is the responsibility of the offeror to review the posting for any changes or amendments that may occur concerning this RFQ. Attachments 1: Specification Document 2: Provisions and Clauses 3: Brand Name Only Justification Redacted xii. 5352.201-9101 ACC - OMBUDSMAN (JUL 2023) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns From offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
