36C25724R0077 0001 Replace Boilers and Boiler Plant Page 2 of 2 Questions and Answers SF 1442 / Box 13.d. / Calendar days for Government Acceptance: This box is currently blank. Please provide the number of calendar days for which the Offeror must hold pricing. Government answer: 90 calendar days. Solicitation Page 6 of 68 / A.4 Evaluation: The solicitation states that signatures must be "manually signed ( wet signature )." With this being an emailed submission, please advise if electronic signatures and signature stamps in PDF are acceptable. Government answer: Wet signature required. Solicitation Page 7 of 68 / c. Content Requirements / Table: Will a Table of Contents and Tab Page(s) count against the 20-page limit for Volume I - Past Performance? Government answer: Yes it counts against the 20-page limit. Solicitation Pages 8-9 of 68 / Volume I - Past Performance Submission Requirements: Are PPQs required? A PPQ form was included as an attachment (Attachment 9) but not specified as a requirement in the Submission Requirements. Please advise. Government answer: PPQs are required. Solicitation Pages 10-11 of 68: The Solicitation states that "Offerors shall provide the Contracting Officer confirmation of the bid bond delivery via email... prior to the closing date/time." As far as we understand it, only an electronic version of the Bid Bond submitted via email as part of the Volume II - Price proposal is required, but this statement alludes to the possibility of the original also needing to be submitted. Please advise if Offerors are also to overnight the original version of the Bid Bond, and if so, if it is to arrive prior to the due date and time for the proposal submission. Government answer: The Government revised the solicitation to remove the sentence which states, Offerors shall provide the Contracting Officer confirmation of the bid bond delivery via email to taminie.panich@va.gov and Robert.moffett@va.gov prior to the closing date/time . Therefore, the contractor shall provide the bid bonds in the proposal. Solicitation Pages 16-17 of 68 / Sustainable Acquisition Plan: The Solicitation states that "Offerors shall include a Sustainable Acquisition Plan in their technical proposals." Please advise if this in fact an actual requirement of the Volume I - Past Performance proposal (as it was not mentioned as being a requirement in that section) and, if so, whether it will count against the 20-page limit. Government answer: This is not a requirement under Volume I - Past Performance and will not count against that page number. It is a requirement of VAAR 852.223-70. Solicitation Page 61 of 68 / Organizational Conflicts of Interest: The Solicitation states that "The Offeror shall provide a statement with its offer..." Please advise if this is in fact an actual requirement of the proposal submission (as it was not mentioned as being a requirement in either volume section) and, if so, what Volume it should be placed. If placed in Volume I, will it count against the 20-page limit? Government answer: This is not a requirement under Volume I or II - Past Performance and will not count against that page numbers reflected in those sections. Please add to the end of the proposal. For Volume I - past performance requirements, can SDVOSB utilize Teaming Agreement with Major Subcontractor while proofing limitations subcontracting requirements? Government answer: The government does not usually get into the business of directing companies on whether they may have teaming agreements. The government only stipulates that contractor must abide by the limitation subcontracting requirements. For Joint Venture, are both parties required to be SDVOSB or can the SDVOSB certified venture with a large or other small business that is not an SDVOSB? Government answer: Please see Volume II Price Section (j).This is a 100% SDVOSB Set-Aside. NCO17 will issue an amendment requiring that SDVOSBs be certified on the SBA VetCert site at: Veteran Small Business Certification (sba.gov). An SDVOSB receiving the award must be in the SBA Vet Cert database ton receive award. EP103 shows keyed note 6 on the roof plan. There is no keyed note 6 on the legend. Government answer: Note 6 should be note 3. Note 3 mentioned bonding mechanical equipment to the lightning protection system. EP103 no roof mounted receptacles are shown. Government answer: There is no receptacles shown as there are only exhaust fans on the roof. Per code it s required for heating, air conditioning, or refrigeration equipment. An exhaust fan doesn t exactly fit into these criteria. With that said a convenience outlet can be added if needed. E603 shows almost all the disconnect types as a breaker N4X. Is this supposed to be N4X enclosed breakers or N4X disconnect switches? Government answer: 4X for the disconnect switches. Not an enclosed breaker. E601 shows the generator to be 500KW/62
