This new requirement is for a service contract that provides a comprehensive, in-depth training program on the Risk Assessment process, as well as the full utilization of the USAF System of Record – the Enterprise Protection Risk Management (EPRM) system. The service must deliver detailed, interactive training that covers all critical aspects of risk assessment, including the systematic evaluation of asset criticality, the determination of potential consequences, and the identification of threats and vulnerabilities. This training should be designed to ensure participants gain proficiency in analyzing risks associated with mission‐critical assets and operations. Furthermore, the service must incorporate a structured, step‐by‐step approach to performing quantitative and qualitative risk assessments. This includes hands-on demonstrations and practical exercises that familiarize users with best practices and methodologies for risk management. In addition, the service provider is required to offer continued support and oversight through the risk assessment process. This oversight includes assistance in compiling and finalizing the comprehensive assessment report. The final report is a critical document that will be formally presented to the Installation Commander for the purpose of overall risk acceptance and decision‐making. The training phase should also emphasize the integration of EPRM data into the existing installation security programs and provide guidance on how to effectively communicate risk findings to senior leadership and decision makers. Overall, this contract seeks a service that not only educates and trains key personnel on performing thorough, standards‐compliant risk assessments but also ensures that there is a robust support mechanism in place for the production of a final, actionable risk assessment report that meets USAF regulatory requirements and supports the installation’s risk management objectives.
